Moorpark, California June 20, 2001
A Special Meeting of the City Council of the City of Moorpark
was held on June 20, 2001, in the Community Center of said City
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Hunter called the meeting to order at 5:50 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Wozniak,
and Mayor Hunter
Absent: Councilmember Harper
Staff Present: Steven Kueny, City Manager; Brian Pierik,
Acting Assistant City Attorney; Ken Gilbert,
Director of Public Works; Mary Lindley,
Director of Community Services (arrived at
6:30 p.m.); and Deborah Traffenstedt,
Assistant to City Manager /City Clerk
3. PUBLIC COMMENT:
None.
CONSENSUS: By consensus, the Council determined to go into
closed session prior to consideration of Item 4.A. on the
agenda.
5. CLOSED SESSION:
Mr. Kueny announced that one case under Item 5.A. and Items
5.G., 5.I., and 5.J. would be discussed in closed session.
Mr. Pierik announced that for the one case under Item 5.A.,
the facts and circumstances creating significant exposure
to litigation consist of an appeal of denial of application
for encroachment permit, Moorpark Road Realignment (County
Project No. 50221), filed by the County of Ventura Public
Works Agency on March 19, 2001.

MOTION: Councilmember Wozniak moved and Councilmember Millhouse
seconded a motion to adjourn to closed session for a discussion
of one case under Item 5.A. and Items 5.G., 5.I., and 5.J. The
motion carried by voice vote 4 -0, Councilmember Harper absent.
The time was 5:50 p.m.

Present in closed session were Councilmembers Mikos,
Millhouse, Wozniak, and Mayor Hunter; Steven Kueny, City
Manager; Brian Pierik, Acting Assistant City Attorney; Ken
Gilbert, Director of Public Works; and Deborah
Traffenstedt, Assistant to City Manager /City Clerk. Mr.
Gilbert left the meeting at 6:20 p.m.

The Council reconvened into open session at 6:30 p.m. Mr.
Kueny stated that one case under Item 5.A. and Items 5.G.,
5.I., and 5.J. were discussed in closed session and that
there was no action to report. Mr. Pierik left the meeting
and Ms. Lindley arrived at this time.
4. PRESENTATION /ACTION /DISCUSSION:
A. Consider Application for Proposition 12 Grant. Staff
Recommendation: Direct staff as deemed appropriate.
Councilmember Mikos gave the staff report. She
discussed the potential to apply for Proposition 12
(park bond) grant funds for the Moorpark Historical
Society to construct a museum facility on High Street.
Linda Plaks, representing the Moorpark Historical
Society, and a Moorpark resident, discussed the
Historical Society's preliminary plans to locate in
Happy Camp Canyon Regional Park, but stated they would
consider a site on High Street if made available.
Councilmember Wozniak suggested the County of Ventura
should apply for the grant, because the Happy Camp
Canyon Regional Park site was further along in the
planning stage.
Councilmember Mikos stated she believed the Moorpark
Historical Society museum should be in Moorpark not in
the Happy Camp Canyon Regional Park vicinity. She
asked the Council to preserve its options my approving
a nomination for a High Street site.
In response to Mayor Hunter, Ms. Plaks discussed their
site needs.
Councilmember Millhouse stated that the Historical
Society Board should be involved and also stated that
he didn't want to adversely impact their relationship
with the County.
Councilmember Wozniak stated that his expectation was
that only fully designed projects would receive a
Proposition 12 grant.

CONSENSUS: By consensus, the Council determined to take no
action on an application for a Proposition 12 grant.
