March 15, 1989
A Special Meeting of the City Council of the City of Moorpark, California
was held on March 15, 1989 in the Council Chambers of City Hall of said
City, located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The Meeting was called to order at the hour of 6:32 p.m. by Mayor
Eloise Brown.
2. PLEDGE OF ALLEGIANCE
The Council concurred to dispense with the Pledge of Allegiance.
3. ROLL CALL
The City Clerk noted the presence of the Council and Staff as
follows:
Present: Councilmembers Clint Harper, Paul Lawrason, Scott
Montgomery, Bernardo Perez and Mayor Eloise Brown.
Staff: Steven Kueny, City Manager; Cheryl Kane, City Attorney;
Richard Hare, Deputy City Manager; Pat Richards, Director
of Community Development; Susan Cauldwell, Administrative
Assistant; and Sally Coons, Secretary.
4. PUBLIC COMMENTS
None.
5. CLOSED SESSION
MOTION: Councilmember Montgomery moved and Councilmember Harper
seconded a motion to go into Closed Session for discussion of 1)
Personnel; 2) Potential litigation pursuant to Government Code
Section 94956.9(b)(1); and 3) Potential litigation pursuant to
Government Code Section 54956.9(c). The voice vote was unanimous.
The time of adjournment to Closed Session was 6:33 p.m.
Present in the Closed Session were Councilmembers Harper,
Lawrason, Montgomery, Perez and Mayor Brown. Also present in
the Closed Session were Steven Kueny, City Manager; Cheryl
Kane, City Attorney; Pat Richards, Director of Community
Development; and Richard Hare, Deputy City Manager.
The Council reconvened into open session at the hour of 7:07
p.m. City Attorney Cheryl Kane announced that only item 2)

Potential litigation pursuant to Government Code Section
94956.9(b)(1) was discussed; and there was no action to report
as a result of the Closed Session.
6. ADJOURNMENT
CONSENSUS: By consensus, the Council determined to adjourn the
meeting at the hour of 7:09 p.m.
