An Adjourned Meeting of the City Council of the City of Moorpark,
California was held on June 27, 1.989 i.n the Council Chambers of City
Hall of said City, located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
The meeting was called to order at, the hour of 7:53 p.m. by Mayor
Brown.
2. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Coi.inci.lmember. Harper.
3. ROLL CALL:
Present: Councilmembers Clint Harper, Paul Lawrason, Scott
Montgomery, Bernardo Perez and Mayor Eloise Brown.
Steven Kueny, City Manager., Richard Hare, Deputy City
Manager; Susan Cauldwell, Administrative Assistant; Phil
Newhouse, Director of Community Services; Lt. Richard
Rodriguez, Sheriff's Department; and Lillian Kellerman,
City Clerk.

CONSENSUS: By consensus the Coinicil. deciders to hear. item I.I.Q.
11. Q. Consider draft 1989 90 Fiscal Year Bud Pt. Staff
recommended they be directed as deemed appropriate.

Staff made a detailed presentation of the draft 1989/90
Fiscal Year Budget. The revenue and expenditure items were
reviewed and discussed.
AT T1 4E HOUR OF 9:20 P.M., Mayor Rrown declared a recess. The
meeting reconvened at 9:30 p.m.
11. Q. BUDGET DISCUSSION (CON'T)
Public Safety
Mr. Kueny outlined the proposed expenditures for Public
Safety which included adding a second Traffic officer, this
officer to be primarily deployed on a motorcycle, and which
items could be funded by the Traffic Safety Fund and the Gann
Fund.
BY CONSENSUS: By consensus the Council concurred with the City
Manager's revised recommendation including the addition of a
second traffic officer and half -time cadet and related equipment
and other associated costs, to delay the conversion of the
Lieutenant to full time status until October 1989 and to the
funding of items with General Traffic Safety and Gann Funds.
Parks Improvements
Mr. Newhouse reported that after more detailed analysis there
were funds available in the neighborhood parks portion of the
Peach Hill zone in the Park Improvement Fund to allow
construction of the proposed improvements.
The Council said they would like the Parks and Recreation
Commission to prepare a draft Master Plan for capital
improvements in the City parks for submission to the Council.
CONSENSUS: By consensus the proposed lighted basketball court
at Griffin Park was funded as well :1s other items included in the
proposed budget.
Public Transit
Councilmember Harper stated that. laminated signs at the bus
stops in the City were important.
CONSENSUS: By consensus the Council decided to add $3,000 to
the proposed budget to be used For signagP and other promotional.
items.
Computer Equipment
The Council discussed propossod computer equipment included
in the budget.
CONSENSUS: By consensus Councilmember harper and Councilmember
Montgomery where directed to work with the staff as an ad hoc
committee on computer equipment.

9. PUBLIC HEARINGS
9. C. Consider proposed assessments for_ "Moorpark Lighting and
Landscaping Maintenance Assessment District No. AD -84 -2" for
the fiscal year commenciDg-_Jply 1, 1989 and ending June 30,
1990 and consider Resolution No. 89 -581, a resolution
confirming the assessment for fiscal._.y_ear 1989_/90.
In response to Councilmember Montgomery, Mr. Kueny said that
his best projection was that a City street light analysis
report could be completed during July 1989.
Mayor Brown expressed her concern that many in the community
felt they were at the limit of the taxes they could bare.
Councilmember Montgomery agreed with Mayor Brown and said
that the effect of the assessment was the same as a tax.
MOTION: Councilmember Harper moved and Coi.incilmember Lawrason
seconded a motion to adopt Resolution No. 89 -581 for Lighting and
Landscaping Maintenance Assessment District No. AD -84 -2. The vote
was 3 -2 in favor. Mayor Brown and Councilmember Montgomery
casting dissenting votes.
9. D. Consider proposed assessments for "Parks Maintenance_
Assessment District No. AD -85 -1" for the fiscal year
commencing on July 1,___t989 __and endi June 39, 1990 and
consider Resolution No_. 89-582, a _resolution confirming the
assessment for fiscal year 1989/90.
Mayor Brown said the first year's assessment had been $12.00
and the assessment was now $30.22. She said the assessment
could continue to go up in frnt.nre years and would be
perceived as a tax increase.
Councilmember Montgomery expressed his concern for the
hardship the assessment placed on families with limited
incomes. He said he would like to see the issue placed on
the ballot in November for a vote of the people.
Councilmember Harper suggested that the Mayor Brown and
Councilmember Montgomery form nn ad hoc committee to look at
methods of reducing the burden of the assessment on families
with lower incomes, if the assessment is approved.
MOTION: Councilmember Perez moved and Councilmember Harper
seconded a motion to adopt Resolution No. 89 -582 for Parks
Assessment District AD85 -1 with the proviso that an ad hoc
committee consisting of Mayor Brown and Councilmember Montgomery
be formed to look at reducing the economic impact of the
assessment district on lower income families and the District fund
only the parks maintenance activities and riot the Community Center
maintenance. The vote was 3 -2 in favor.. Mayor Brown and
Councilmember Montgomery casting dissenting votes.

MOTION: Councilmember Harper moved and Councilmember Montgomery
seconded a motion that the intent of the Council was for the
Assessment District ad hoc committee to look at both the Parks
Maintenance and Lighting and Landscap.i.ng Assessment Districts with
regard to reducing the economic: brnrd (ln on low income families.
The voice vote was unanimous.
11. Q. BUDGET DISCUSSION (CON'T)
Mr. Kueny recommended the following adjustments to management
salary and benefits: City Clerk, increase salary range 5%
and pay the balance of PERS; Deputy City Manager, increase
salary range by 5 %, pay the balance of PERS, and increase the
mileage allowance by $50.00 per month; Director of Community
Development, increase salary range by 5 %, pay the balance of
PERS; Director of Community Service, increase salary range by
5 %, pay the balance of PERS and increase the mileage
allowance by $50.00 per month. Tn addition, for each of those
positions the granting of a second week of administrative
leave (40 hours) that could be converted to cash upon a
better than satisfactory performance evaluation from the City
Manager and concurrence by the City Council.. Administrative
Assistant, payment of balance of PERS and increase in the
salary range by 10% with a 5 %, salary increase July l.. The
Management Analyst position to have an .initial. salary range
of $2,670 - $3,240 per month, frill. PERS paid and one week of
administrative leave.
MOTION: Councilmember Harper moved and Councilmember Lawrason
seconded a motion to approve tho management salary adjustments as
recommended by the City Manager for the City Clerk, Deputy City
Manager, Director of Community Development, Director of Community
Service, Administrative Assistant and Management Analyst
positions, to approve a salary of $75,000 a year for the City
Manager with a monthly car allowance of $350 and a second week (40
hours) of administrative leave that could be converted to cash as
approved by the Council, and to pay 100% of the cost to provide
the same coverages as the existing liea ltli benefit package for the
89/90 fiscal year. The roll call vote was unanimous.
Mr. Kueny asked for approval to promote an existing
Maintenance Worker to Lead Maintenance Worker with a 5% pay
increase. Funding for the position to come out of the gas
tax fund.
MOTION: Councilmember Harper movp.d and Councilmember Perez
seconded a motion to approve the promotion of an existing
Maintenance Worker to Lead Maintenance Worker with an additional
5% increase in pay for inclusion in t.ho budget. The voice vote
was unanimous.
Mr. Kueny said that with those adjustments being incorporated
into the budget, the budget was ready for adoption by the
Council.

Councilmember Harper said the budget contained nothing for
capital improvements or deferred maintenance.
In response to Councilmember Montgomery, Mr. Kueny
recommended that the equivalent of one year's general fund
revenue should be maintained as a reserve.
CONSENSUS: By consensus the Council concurred to _include in the
budget $50,000 from the Gann Fund for City Ball construction.
MOTION: Councilmember Harper moved and Councilmember Lawrason
seconded a motion to approve the FY89/90 Budget as submitted with
the changes as previously approved by the Council. On a roll call
vote the motion passed four to one, Councilmember Montgomery
dissenting.
11 U. Consider County's Beyond Year 2000 Committee draft report
statements relative to_.gui.delines for orderly development.
Mayor Brown said that the County should extend to a city the
opportunity of considering whether or not the city wanted a
proposed land use change within its area of interest and
whether that incorporated into its sphere of influence. She
requested that a letter be sent. to the Beyond Year 2000
Committee expressing that concern and that she would propose
such at the next meeting.
CONSENSUS: By consensus the Council concurred with the Mayor's
suggestion.
12. ORDINANCES
None.
13. FUTURE AGENDA ITEMS
Councilmember Perez said that he felt it was important for
the City to sponsor an hispanic based celebration such as
Cinco de Mayo. He suggested a $500.00 allocation be made by
the City toward funding the celebration and that direction be
given to the Parks and Recreation Commission to develop the
event. The Council asked that this item be brought back as
an agenda item.
Councilmember Perez asked that a .report- be brought back to
the Council on July 19 concerning when Los Angeles Avenue
would be expanded to four. lanes.
The Council asked that consi-deration of a signal at Maureen
Lane be placed on an upcoming agenda.
CONSENSUS: By consensus the Council directed that a presentation
on oak tree preservation be scheduled on the agenda of July 5.

15. ADJOURNMENT
MOTION: Councilmember Harper moved and Councilmember Lawrason
seconded a motion to adjourn the meeting at the hour. of 11:45
p.m. The voice vote was unanimous.
