Moorpark, California November 9, 2005
A Special Meeting of the City Council of the City of Moorpark was held on November 9,
2005, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Hunter called the meeting to order at 7:30 p.m.
2. PLEDGE OF ALLEGIANCE:
Steven Kueny, City Manager, led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Mikos, Parvin, and Mayor Pro Tempore
Harper.
Absent: Councilmember Millhouse and Mayor Hunter.
Staff Present: Steven Kueny, City Manager; Kenneth Gilbert, Interim Public
Works Director; Mary Lindley, Parks /Recreation and
Community Services Director; Barry Hogan, Community
Development Director; Teddy Okoye, Assistant City
Engineer; Deborah Traffenstedt, Administrative Services
Director /City Clerk; and Blanca Garza, Deputy City Clerk.
4. PUBLIC COMMENT:
None.
5. PRESENTATION /ACTION /DISCUSSION:
A. Consider Public Meeting to Discuss the Proposed New Digital Flood
Insurance Rate Map ( DFIRM).
1. Introduction of officials

3. New Hydrology Study for the Calleguas Creek Watershed
4. New draft DFIRM
5. Ninety (90) day public comment period

Staff Recommendation: Receive and file report.
Mr. Gilbert gave the staff report and introduced Peter Sheydayi, Ventura
County Water Protection District; Henry Chau, Federal Emergency
Management Agency (FEMA); and Sergio Vargas and Jeff Pratt, Ventura
County Water Protection District.
Mr. Chau gave a brief overview of the Flood Insurance Program
administrated by FEMA.
Mr. Pratt gave a PowerPoint presentation on the Water Protection District.
Public testimony was received from the following: Jared DeGonia,
representing Ventura County Board Supervisor, Judy Mikels; Pete Peters;
David Kropp, John Houchins; Brian Chung; Mark Dubois; Mike Mostuma;
and Greg Frum.
A discussion followed among the Councilmembers and representatives of
the various agencies, focusing on opening up the Arroyo Simi to increase
capacity; projects and feasible solutions to raise, widen and deepen the
channel and levies; and funding sources for the construction.
At the request of Council, the questions and answers raised at the
November 9, 2005, Special City Council meeting were to be consolidated
into a document and made avJlafzL on the City's website.
6. ADJOURNMENT:
MOTION: Councilmember ikos moved and Cooncynembef Pa in se onded a
motion to adjourn. The otion carried by unan s voic vote. he ime was
9.21 p.m.
