HomeMy WebLinkAboutMIN 2006 0719 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California July 19 2006 A Special Meeting of the City Council of the City of Moorpark was held on July 19, 2006, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. CALL TO ORDER: Mayor Hunter called the meeting to order at 6:26 p.m. 2. PLEDGE OF ALLEGIANCE: Steven Kueny, City Manager, led the Pledge of Allegiance 3. ROLL CALL: Present: Councilmembers Harper, Mikos, Millhouse, Parvin, and Mayor Hunter. Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney; Mary Lindley, Parks /Recreation and Community Services Director; Barry Hogan, Community Development Director; David Moe, Redevelopment Manager; Nancy Burns, Senior Management Analyst; Deborah Traffenstedt, Administrative Services Director /City Clerk; Jessica Sczepan, Administrative Assistant; and Maureen Benson, Deputy City Clerk 4. PUBLIC COMMENT: None. 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Conducting Lottery to Determine Order in Which First -Time Home Buyer Applications Will Be Processed. Staff Recommendation: Conduct lottery to determine the order in which full loan applications will be processed. Ms. Burns stated the lottery will identify the order in which the participants will be considered for screening for 2 homes in the Shea I Canterbury Lane project and at the end of this year or early in 2007, a potential 17 units in William Lyon Brighton project. The lottery was conducted and completed with each of the 84 applicants assigned a number to rank the order their applications will be considered. (one case) on the agenda. MOTION: Councilmember Harper moved and Councilmember Parvin seconded the motion to adjourn to closed session for discussion of Item 6.13. (one case) on the agenda. The motion carried by unanimous voice vote. The time was 6:45 p.m. 6. CLOSED SESSION: B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the Government Code: (Number of cases to be discussed — 4) Present in closed session were Councilmembers Harper, Mikos, Millhouse, Parvin and Mayor Hunter; Steven Kueny, City Manager; Joseph Montes, City Attorney; Mary Lindley, Parks /Recreation and Community Services Director; Barry Hogan, Community Development Director; and Deborah Traffenstedt, Administrative Services Director /City Clerk. The Council returned to open session at 6:57 p.m. Mr. Kueny stated Item 6.B. (one case) was discussed and there was nothing to report. AT THIS POINT in the meeting, Item 5.B. was taken off calendar. 5. B. Consider Request for Library Records. Staff Recommendation: Direct staff as deemed appropriate. 6. CLOSED SESSION: Mr. Kueny stated there was no need for additional closed session. 7. ADJOURNMENT: MOTION: Councilmember rper moved and Council ember P ruin econded a motion to adjourn.
