HomeMy WebLinkAboutMIN 2006 1115 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California November 15 2006 A Special Meeting of the City Council of the City of Moorpark was held on November 15, 2006, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. CALL TO ORDER: Mayor Hunter called the meeting to order at 7:15 p.m. 2. ROLL CALL: Present: Councilmembers Harper, Mikos, Parvin, and Mayor Hunter. Absent: Councilmember Millhouse Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney; Hugh Riley, Assistant City Manager; Director; Barry Hogan, Community Development Director; David Bobardt, Planning Manager; and Deborah Traffenstedt, Administrative Services Director /City Clerk. 3. PUBLIC COMMENT: None. 4. PRESENTATION /ACTION /DISCUSSION: A. Consider a Draft Mitigated Neqative Declaration Prepared by the Ventura County Watershed Protection District for the Happy Camp Canyon Channel Improvement Project. Staff Recommendation: Direct a letter be sent expressing concerns with the draft environmental document for the referenced proposed project. Mr. Kueny gave the staff report. AT THIS POINT in the meeting Councilmember Mikos announced she would not participate in the Council's action on this item based on the location of her residence within less than 500 feet from the proposed County project. Roseann Mikos spoke as a Moorpark resident, in opposition to the proposal by the Ventura County Watershed Protection District stating they are changing the flood channel to a debris channel when they should be installing basins upstream to slow the water flow. Minutes of the City Council Moorpark, California Page 2 November 15 2006 MOTION: Councilmember Harper moved and Councilmember Parvin seconded a motion to direct staff send a letter to the Ventura County Watershed Protection District expressing concerns with the draft environmental document for the Happy Camp Canyon Channel Improvement Project. The motion carried by voice vote 3 -0, Councilmembers Mikos and Millhouse absent. 5. CLOSED SESSION:
