HomeMy WebLinkAboutMIN 2010 0810 CC SPCMINUTES OF THE CITY COUNCIL Moorpark, California August 10, 2010 A Special Meeting of the City Council of the City of Moorpark was held on August 10, 2010, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:11 p.m. 2. ROLL CALL: Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin. Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney; Hugh Riley, Assistant City Manager; David Moe, Redevelopment Manager; and Deborah Traffenstedt, Administrative Services Director /City Clerk. 3. PUBLIC COMMENT: None. 4. REORDERING OF, AND ADDITIONS TO, THE AGENDA: Mr. Kueny recommended the City Council go into closed session for discussion of Item No. 6.C. prior to considering Item S.A. MOTION: Councilmember Mikos moved and Mayor Parvin seconded a motion to adjourn to Closed Session for a discussion of Item 6.C. The motion carried by unanimous voice vote. The time was 6:11 p.m. 6. CLOSED SESSION: C. CONFERENCE WITH REAL PROPERTY NEGOTIATOR (Pursuant to Government Code Section 54956.8) Property: APN 512 -0- 171 -205, 612 Spring Road City Negotiator: Steven Kueny, City Manager Negotiating Parties: Catholic Charities — Michael Perry, Moorpark /Simi Valley Neighborhood for Learning — FIRST 5 Ventura County — Mary Lynn Daehlin, Interface Children and Families Services — Erik Sternad, and County of Ventura — Jeff Burgh Under Negotiation: Price and terms of lease Minutes of the City Council Moorpark, California Page 2 August 10, 2010 Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Joseph Montes, City Attorney; Hugh Riley, Assistant City Manager, David Moe, Redevelopment Manager, and Deborah Traffenstedt, Administrative Services Director /City Clerk. The Council reconvened into open session at 6:37 p.m. Mr. Kueny stated Item 6.C. was discussed and there was no action to report. 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Modification of Previously Approved Prerequisites for Staff to Solicit Construction Bids for the Ruben Castro Human Services Center Protect. Staff Recommendation: Authorize staff to solicit construction bids for the Ruben Castro Human Services Center and continue to seek final approval of outstanding Memorandum of Understandings (MOUs) from the County, First 5 Nfl and Catholic Charities. Mr. Riley gave the staff report. There were no speakers. MOTION: Councilmember Pollock moved and Councilmember Mikos seconded a motion to authorize staff to solicit construction bids for the Ruben Castro Human Services Center and continue to seek final approval of outstanding Memorandum of Understandings (MOUs) from the County, First 5 Nfl and Catholic Charities. The motion carried by unanimous voice vote. MOTION: Mayor Parvin moved and Councilmember Mikos seconded a motion to appoint an ad hoc committee consisting of Mayor Parvin and Councilmember Mikos to meet with Catholic Charities. The motion carried by unanimous voice vote. AT THIS POINT in the meeting, Mr. Kueny recommended the City Council go into closed session for discussion of Closed Session Item No. 6.D. The time was 6:42 p.m. 6. CLOSED SESSION: D. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Pursuant to Subdivision (b) of Section 54957 of the Government Code) Title: Administrative Services Director /City Clerk; Assistant City Manager; City Manager; City Attorney; City Engineer /Public Works Director; Chief of Police; Community Development Director; Finance Director; and Parks and Recreation Director Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van Dam, and Mayor Parvin; Steven Kueny, City Manager; Joseph Montes, City Minutes of the City Council Moorpark California Page 3 August 10, 2010 Attorney; Hugh Riley, Assistant City Manager, and Deborah Traffenstedt, Administrative Services Director /City Clerk. The Council reconvened into open session at 7:43 p.m. Mr. Kueny stated Item 6.D. was discussed and there was no action to report. 7.
