Moorpark, California March 16, 2011
A Special Meeting of the City Council of the City of Moorpark was held on Wednesday,
March 16, 2011, in the Community Center of said City located at 799 Moorpark Avenue,
Moorpark, California.
CALL TO ORDER:
Mayor Parvin called the meeting to order at 10:18 p.m.
2. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; Joseph Montes, City Attorney;
Hugh Riley, Assistant City Manager; Deborah Traffenstedt,
Deputy City Manager; David Bobardt, Community
Development Director; Ron Ahlers, Finance Director; David
Klotzle, Interim City Engineer /Public Works Director; and
David Moe, Redevelopment Manager.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION /ACTION /DISCUSSION:
A. Consider Resolution Adopting a First Amendment to a Loan Agreement
between the City of Moorpark and the Redevelopment Agency of the City
of Moorpark. Staff Recommendation: Adopt Resolution No. 2011 -3011.
ROLL CALL VOTE REQUIRED
Mr. Kueny and Mr. Montes gave the staff report.
There were no speakers.
MOTION: Councilmember Van Dam moved and Mayor Parvin seconded a
motion to adopt Resolution No. 2011 -3011, adopting a First Amendment to a
Loan Agreement between the City of Moorpark and the Redevelopment Agency
of the City of Moorpark. The motion carried by unanimous roll call vote.

6. CLOSED SESSION:
Mr. Kueny requested the Council go into closed session for discussion of one
case under Item 6.13. and Item 6.C. on the agenda.
MOTION: Councilmember Mikos moved and Councilmember Pollock seconded a
motion to adjourn to closed session for discussion of one case under Item 6.B. and Item
6.C. on the agenda. The motion carried by unanimous voice vote.
B. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Subdivision (c) of Section 54956.9 of the
Government Code: (Number of cases to be discussed — 4)
C. CONFERENCE WITH REAL PROPERTY NEGOTIATOR
(Pursuant to Government Code Section 54956.8)

City Negotiator: Steven Kueny, City Manager

Under Negotiation: Price and terms of payment
Present in closed session were Councilmembers Mikos, Millhouse, Pollock, Van
Dam, and Mayor Parvin; Steven Kueny, City Manager; Joseph Montes, City
Attorney; Hugh Riley, Assistant City Manager; Deborah Traffenstedt, Deputy City
Manager; David Bobardt, Community Development Director; Ron Ahlers,
Finance Director; and David Klotzle, Interim City Engineer /Public Works Director.
The Council reconvened into open session at 10:33 p.m. Mr. Kueny stated one
case under Item 6.B. and Item 6.C. were discussed and there was no action to
report.
7. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 10:33 p.m.
