Moorpark, California March 24, 2011
A Special Meeting of the City Council of the City of Moorpark was held on Thursday,
March 24, 2011, in the Community Center of said City located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 7:03 p.m.
2. PLEDGE OF ALLEGIANCE:
Sergeant Paul Higgason, Sheriffs Department, led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Mikos, Millhouse, Pollock, Van Dam, and
Mayor Parvin.
Staff Present: Steven Kueny, City Manager; David Klotzle, Interim City
Engineer /Public Works Director; and Maureen Benson, City
Clerk.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION /ACTION /DISCUSSION:
A. Consider Letter of Map Revision from the Federal Emergency
Management Agency — Effective Date June 13, 2011. Staff
Recommendation: Direct staff to present a summary of this March 24,
2011, public meeting to the City Council for consideration on April 6, 2011.
Mr. Klotzle gave the staff report and corrected the date on stamped page
2 of the agenda report for the 5th bullet to be November 18, 2009 rather
than November 21, 2009. He introduced Massoud Rezakhani, President
of MR Consulting, Clint Roos, Senior Hydraulic Engineer from MR
Consulting, and Frank Mansell, Hazards Program Specialist from the
Federal Emergency Management Agency (FEMA).

Mr. Rezakhani reviewed the technical history of Moorpark's Flood Plain
Map. He described the City's appeal process to FEMA, the removal of
properties from the flood zone, and the next steps the City will be taking to
remove even more properties.
Mr. Roos described the field visits made to obtain specific information
used to create the flood zone map which resulted in the removal of 861
parcels from the 100 -year flood zone effective with the new map dated
June 13, 2011.
A discussion followed among the Councilmembers and staff which
addressed: 1) Detention basin built for the Meridian Hills development
occurred after the first map was prepared in 2005; 2) Whether a 100 -year
flood would cause a failure of the train trestle resulting in flooding to occur
downstream; 3) Anticipated shorter processing time frame to gain results
from the follow -up LOMRs to be submitted for 80 of the remaining parcels
in the flood zone; 4) The 2005 FEMA study had errors in topography,
especially in the area of the Arroyo Simi; 5) Having staff provide a letter to
those property owners who need help with flood insurance refunds; and 6)
Placing step -by -step instructions on the City's website for property owners
to follow in requesting flood insurance refunds.
Mr. Mansell described the process property owners should take to gain a
potential refund on flood insurance purchased for properties that have
been removed from the flood zone.
Philip Ochoa, Moorpark business owner, stated he has paid two year's
worth of flood insurance and wants to know if there are any plans by
Ventura County to reimburse those who purchased the insurance since
the organization that submitted the flawed data should be held
accountable.
Doug Frazier, a Moorpark resident, stated he purchased flood insurance
and his property is no longer in the flood zone and requested clarification
of who to contact for reimbursement since his mortgage company has
changed hands.
In response to Bert Perello, a Moorpark resident, Mr. Rezakhani confirmed
how a property may be removed from the flood zone; and Mr. Mansell
stated the name and form number of the FEMA booklet explaining the
banking regulations regarding flood insurance reimbursement is
"Mandatory Purchase of Flood Insurance Guidelines — FEMA F083" which
is available on the FEMA website.
In response to Phil Raba, a Moorpark resident who stated his property still
remains within the flood zone, Mr. Klotzle stated the City coordinates with
the Ventura County Watershed Protection District (VCWPD) on a

continual basis regarding City projects; and the VCWPD has a 20 -year
planning document they periodically update with deficiency studies and
the District's long range plans for improvements.
In response to Mayor Parvin, Mr. Kueny stated there was one Written
Statement card which did not have comments, but rather asked questions.
Mr. Kueny invited the author, if present, to speak, and if not present to
contact staff. The author was not present.
Mayor Parvin announced staff and the consultants would be available
after the meeting to continue to answer questions.
CONSENSUS: It was the consensus of the Council to direct staff to present a
summary of this March 24 2011, public meeting on the Letter of Map Revision
from the Federal Emergency Management Agency (effective date of June 13,
2011) to the City Council at the April 6, 2011, regular meeting.
6. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 8:21 p.m.
