HomeMy WebLinkAboutMIN 2011 0329 CC SPC JNT PRKSMINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PARKS & RECREATION COMMISSION Moorpark, California March 29 2011 A Special Joint Meeting of the Moorpark City Council and Parks & Recreation Commission was held on Tuesday, March 29, 2011, at 7:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council to order at 7:12 p.m. Chair Ellis called the Parks and Recreation Commission to order at 7:12 p.m. 2. THE PLEDGE OF ALLEGIANCE: Zachary Cook, Parks and Recreation Commissioner, led the Pledge of Allegiance. 3. ROLL CALL: City Council: Councilmembers Mikos, Pollock, Van Dam, and Mayor Parvin. Absent: Councilmember Millhouse Parks & Recreation Commission: Commissioners Cook, Pflaumer, Thompson, Weisberger, and Chair Ellis. Staff Present: Steven Kueny, City Manager; Deborah Traffenstedt, Deputy City Manager and Maureen Benson, City Clerk. 4. PUBLIC COMMENT: None. 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Status Report on Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2010/2011 and Direction for Fiscal Year 2011/2012. Staff Recommendation: Direct staff as deemed appropriate. Mr. Kueny gave a brief report. Minutes of the City Council and Parks & Recreation Commission Moorpark, California Page 2 March 29, 2011 The Council and Commission discussed: 1) The recent acquisition of 80- acres of open space; 2) Second access to Arroyo Vista Community Park (AVCP) to proceed with a study and consultant; 3) Promoting a community garden or several throughout the City; 4) Grant funding for a walkway in AVCP; 5) Park tour revealed staff's efforts in maintaining the parks in excellent condition despite water conservation; 6) Consideration for adding standards for basketball use at the multi - purpose court; 7) Consideration of a BMX dirt track at the multi - purpose court or a trick bike facility at the roller hockey court; 8) Need to involve teens in activities such as the community garden, library activities, and movie nights; 8) Working to obtain grant funding for installation of universally accessible play equipment; 9) Reconsider objective for a ball wall due to high cost; 10) Consider removing goal to replace grass with artificial turf due to increased injuries on artificial turf and the high cost; 11) Combine walking paths in parks with installation of workout equipment; 12) Possibility of a two -year term for Teen Councilmembers; and 13) Staff to explore improving performance of teen programs and report back to Council on the possibility of a joint meeting between Teen Council and Parks and Recreation Commission to define roles or an Ad Hoc committee on which Commissioners Pflaumer and Weisberger volunteered to serve. 6.
