HomeMy WebLinkAboutMIN 2000 0301 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California March 1, 2000 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on March 1, 2000 in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Hunter called the meeting to order at 7:05 p.m. 2. ROLL CALL: Present: Agency Members Evans, Harper, Rodgers, Wozniak and Chair Hunter Staff Present: Steven Kueny, Executive Director; John Nowak, Agency Treasurer; and Deborah Traffenstedt, Agency Secretary 3. PUBLIC COMMENT: None. 4. PRESENTATION /ACTION /DISCUSSION: A. Consider a Report on the Disposition and Development Agreement with Cabrillo Economic Development Corporation. Staff Recommendation: Direct staff to return at the April 5, 2000, Agency meeting with a status report on Disposition and Development Agreement (DDA) with Cabrillo Economic Development Corporation (CEDC). Mr. Nowak gave the staff report. In response to Agency Member Wozniak, Mr. Nowak explained that the delays could not be attributed to the City /Agency staff. He stated that staff had responded within the agreed upon time frames. In response to Agency Member Rodgers, Mr. Nowak stated the lender has previously worked with CEDC. He explained that the lender indicated funding for one phase at a time was their standard procedure. He discussed the collateral and payback of the loan. He recommended the DDA be amended to give the Agency first right of refusal, should there be a change in economic conditions. In response to Agency Member Evans, Mr. Nowak stated CEDC had been saying they would provide the information on the Minutes of the Redevelopment Agency Moorpark, California Page 2 March 1, 2000 payback of the loan. He stated there was no risk on delaying the decision because escrow had not been entered. In response to Agency Member Harper, Mr. Kueny stated he would be evaluating the orderly transition of responsibilities with Mr. Nowak leaving the City. He stated the Agency would be adequately staffed to work on the matter. Agency Member Harper suggested moving expeditiously due to rising interest rates. In response to Chair Hunter, Mr. Kueny recommended continuance to April S. Agency Member Rodgers discussed increasing interest rates and urged the matter be resolved as quickly as possible. CONSENSUS: By consensus, the Agency continued the item to April 5, 2000. 5. CONSENT CALENDAR: MOTION: Agency Member Harper moved and Agency Member Rodgers seconded a motion to approve the Consent Calendar. The motion carried by unanimous roll call vote. A. Consider Approval of Minutes of Special Redevelopment Agency Meeting of January 5, 2000. Staff Recommendation: Approve minutes as processed. B. Consider Resolution No. 2000 -91, Amending the FY 1999/2000 Operating Budget. Staff Recommendation: Adopt Resolution No. 2000 -91 amending the Operating and Capital Improvements Budgets for the Moorpark Redevelopment Agency for the Fiscal Year 1999/2000. (ROLL CALL VOTE REQUIRED). C. Consider Issuance of a Downtown Developer Request for Qualifications. Staff Recommendation: Approve issuance of the Downtown Developer Request for Qualifications as presented in the staff report. 6. CLOSED SESSION: Mr. Kueny suggested the Agency recess the meeting and reconvene into closed session for a discussion of Item 6.A., 555 Spring Road and 389 Charles Street properties, after the City Council meeting. The time was 7:25 p.m. The meeting reconvened at 9:35 p.m. with all Agency Members present. MOTION: Agency Member Rodgers moved and Agency Member Harper seconded a motion to adjourn to closed session for a discussion of Item 6.A., 555 Spring Road and 389 Charles Street properties, on the agenda. The motion carried by unanimous voice vote. The time was 9:35 p.m. A. CONFERENCE WITH REAL PROPERTY NEGOTIATOR (Pursuant to Government Code Section 54956.8) Property: 555 Spring Road, Moorpark, CA 93021 Agency Negotiator: Steven Kueny, Executive Director Negotiating Parties: The Redevelopment Agency of the City of Moorpark and F. L. Pederson Testamentary Trust Under Negotiation: Price and Terms of payment Property: 389 Charles Street, Moorpark, CA 93021 Agency Negotiator: Steven Kueny, Executive Director Negotiating Parties: The Redevelopment Agency of the City of Moorpark and Thomas G. Kiernan Under Negotiation: Price and terms of payment Present in closed session were all Agency Members; Steven Kueny, Executive Director; John Nowak, Agency Treasurer; and Deborah Traffenstedt, Agency Secretary. The Agency reconvened into open session at 9:50 p.m. Mr. Kueny announced that Item 6.A., 555 Spring Road and 389 Charles Street properties, was discussed and that there was no action to report. 7.
