Moorpark, California December 6, 2000
A Regular Meeting of the Redevelopment Agency of the City of
Moorpark was held on December 6, 2000, in the Community Center of
said City located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Chair Hunter called the meeting to order at 10:55 p.m.
2. ROLL CALL:
Present: Agency Members Harper, Mikos, Millhouse,
Wozniak and Chair Hunter.
Staff Present: Steven Kueny, Executive Director; Joseph
Montes, Acting General Counsel; Hugh Riley,
Assistant Executive Director; and Deborah
Traffenstedt, Agency Secretary.
3. PUBLIC COMMENT:
None.
4. PRESENTATION /ACTION /DISCUSSION:
A. Consider Approval of Appraisal Report and Authorization
for the Acquisition of the Real Property Located at 798
Moorpark Avenue in the City of Moorpark by Eminent
Domain. Staff Recommendation: 1) Approve the appraisal
for real property at 798 Moorpark Avenue in the City of
Moorpark as prepared by McNamara & Associates; 2) Declare
the Agency's intent to acquire the property by eminent
domain; and 3) Authorize the issuance of a notice of
hearing on January 3, 2001, when the agency will consider
a Resolution of Necessity for the acquisition of the
property.
Mr. Kueny suggested tabling discussion until after Closed
Session.
CONSENSUS: By consensus, the Redevelopment Agency tabled
consideration of Item 4.A. until after Closed Session.

5. CONSENT CALENDAR:
December 6, 2000
MOTION: Agency Member Wozniak moved and Agency Member Harper
seconded a motion to approve the Consent Calendar. The motion
carried by voice vote 3 -0, Agency Members Mikos and Millhouse
abstaining.

Staff Recommendation
6. CLOSED SESSION:
Approve minutes as processed.
Mr. Kueny announced that the Council would be going into
Closed Session for a discussion of Item 6.A.
MOTION: Agency Member Harper moved and Agency Member Wozniak
seconded a motion to adjourn to Closed Session for a discussion of
Item 6.A. The motion carried by unanimous voice vote. The time
was 10:56 p.m.

The Agency reconvened into closed session at 10:56 p.m. with
Agency Members Harper, Mikos, Millhouse, and Wozniak and Chair
Hunter present. Also present were Steven Kueny, Executive
Director; Joseph Montes, Acting General Counsel; Hugh Riley,
Assistant Executive Director; and Deborah Traffenstedt, Agency
Secretary.
The Agency reconvened into open session at 11:27 p.m. Mr.
Kueny announced that there was no action to report for Item
6.A.
Chair Hunter stated that the Redevelopment Agency would return
to consideration of Item 4.A.
4. PRESENTATION /ACTION /DISCUSSION:

Domain. Staff Recommendation: 1) Approve the appraisal
for real property at 798 Moorpark Avenue in the City of

Mr. Riley gave the staff report.
Laszlo Kovacs, 798 Moorpark Avenue, stated that he had
not been provided with a copy of the appraisal report. He
discussed the property improvements he had made to
upgrade the structure from residential to commercial
building standards. He stated that the Agency offer of
$172,000 was inadequate. He requested that staff meet
with him to negotiate a fair price. He requested a
continuance of the hearing date.
In response to Chair Hunter, Mr. Kovacs concurred that he
would like a postponement of the hearing.
Mr. Kueny asked if Mr. Kovacs could provide staff with
his schedule over the next two months.
Mr. Kovacs stated that he could make himself available as
needed.

Mr. Kueny suggested that staff recommendation No. 3 be
revised to change the hearing date to January 17.
In response to Mr. Kovacs, Mr. Kueny stated that approval
of the staff recommendation would not preclude
negotiation of the price.
MOTION: Agency Member Harper moved and Agency Member Wozniak
seconded a motion to: 1) Approve the appraisal for real
property at 798 Moorpark Avenue in the City of Moorpark as
prepared by McNamara & Associates; 2) Declare the Agency's
intent to acquire the property by eminent domain; and 3)
Authorize the issuance of a notice of hearing on January 17,
2001, when the agency will consider a Resolution of Necessity
for the acquisition of the property. The motion carried by
unanimous voice vote.
7. ADJOURNMENT:
MOTION: Agency Member Mikos moved and Agency Member Harper
seconded a motion to adjourn. The motion carried by unanimous
voice vote. The time was 11:38 p.m.
