HomeMy WebLinkAboutMIN 1987 1026 RDA ADJMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California October 26, 1987 The adjourned special meeting of the Redevelopment Agency of the City of Moorpark, California was held on October 26, 1987, in the Council Chambers of City Hall located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The meeting was called to order at 7:10 p.m. by Chairman Clint Harper. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Agency Member Thomas Ferguson. 3. ROLL CALL: Present: Agency Members Eloise Brown, Thomas Ferguson, John Galloway and Chairman Clint Harper. Steven Kueny, Executive Director; and Maureen W. Wall, City Clerk. City staff member Thomas Genovese, Deputy City Manager, was also present. Absent: Agency Member John Patrick Lane. 4. PUBLIC COMMENTS: A. Mr. Curran Cummings, Jr., 640 Bard Street, asked the Redevelopment Agency to allow the community to become involved in the review process, not only for the City's well- being, but also for the constituents' benefit. B. Ms. Cynthia Hubbard -Dow, 8873 -1/2 Roseland Avenue, stated redevelopment was to consider a run -down area. She did not like the idea of an area being branded as "blighted ". C. Ms. Irene Barrera, 176 Second, felt homeowners might not be able to pay the new taxes if they up- graded their property. 5. DISCUSSION /ACTION ITEMS: A. Consideration of the Redevelopment_ Feasibility Study and Preparation of the Redevelopment_ Plan. Staff recommended the Agency proceed with preparation of the Redevelopment Plan. Executive Director, Steven Kueny, introduced Mr. Jack Siegel and Mr. John Huffman of Urban Futures, redevelopment consultant to the Agency. They stated they were available to answer any questions citizens or the Agency Members might have. Minutes of the Redevelopment Agency Moor ark California _ Z _ October 26, 1987 Agency Member Brown felt there was a need to form an advisory committee to look at the program, but this committee would not be a PAC. She was concerned with the area marked as the redevelopment area. Agency Member Brown stated she would also like to see an unbiased person work on this committee, or be available to answer the committee's questions. Chairman Harper stated he did not want to see redevelopment go by the wayside. He felt it was a good opportunity for the City's betterment. He too would like to see an advisory committee formed, but as a PAC, to allow people to feel as if they have some authority in the matter. Agency Member Ferguson did not agree with the basic outline of the redevelopment area. He felt more industrial areas should be included. If more industrial areas were added, he could then support the concept, however, he felt redevelopment should be put to a vote of the people. A safeguard of the agency would be district elections for the City. Agency Member Brown suggested the City conduct seminars on redevelopment to educate the citizens. She did not feel there was any rush to implement redevelopment. Chairman Harper suggested the Council appoint a "pre -PAC" committee which could hold public meetings with Urban Futures, with staff acting as liaison between the Agency and the committee. Each Agency Member could appoint two people to the committee, with the appointees being people who would be immediately affected if redevelopment were implemented. Agency Member Brown agreed, suggesting the committee work within a specific time frame. Agency Member Galloway suggested the formation of the committee be balanced by district elections, to be decided upon by a vote of the people. Agency Member Ferguson felt the Agency needed to hear more of what the people wanted. He wanted to hear more from those who would be affected by redevelopment. MOTION: Agency Member Brown moved and Chairman Harper seconded a motion continue further consideration of the Redevelopment Feasibility Study for six weeks; to direct that the consultants work with the "pre -PAC" committee to provide seminars concerning the redevelopment process and the State laws regarding redevelopment; to direct that the committee look at the proposed project area and make a recommendation as to whether or not the City should proceed with redevelopment; to direct that the committee make recommendations concerning the Redevelopment Plan; and to direct that the educational seminars be conducted Minutes of the Redevelopment Agency Moorpark, California _ _ 3- ______ October 26, 1987 in such a manner as to not be intimidating to those participating in the process. During discussion of the motion, Agency Member Galloway remarked he would prefer to see the committee meet, but not be pushed by any time lines. He also felt the City should have district elections in place at the time redevelopment was implemented. Agency Member Brown remarked that district elections might be very important, but people should have more information about the realities of redevelopment first. She also suggested that an unbiased expert be present at the committee meetings who could tell the committee what the results of redevelopment could be for the City of Moorpark. Agency Member Galloway commented he did not want to see someone from the County on the committee, who might be arguing from a negative or vested point of view. The motion failed with Agency Members Ferguson and Galloway voting no, and Agency Member Lane absent. Agency Member Ferguson commented he felt there were too many loose ends in the plan, and those involved in the process were not sufficiently protected. He did not feel people had been properly informed of what they were getting into. MOTION: Agency Member Galloway moved and Agency Member Ferguson seconded a motion to state that the Agency reviewed the Redevelopment Feasibility Study and had determined not to proceed with the process of redevelopment at this time; to direct that the committee assessment of the issue would continue; to direct that the contract with the redevelopment consultants would be terminated, but the dialog between the citizens committee and the agency concerning redevelopment would continue. The motion failed with Agency Member Brown and Chairman Harper voting no, and Agency Member Lane absent. MOTION: Agency Member Brown moved and Agency Member Galloway seconded a motion to direct that there would be an indefinite postponement of the consideration and development of a Redevelopment Plan; to direct that each Agency Member appoint two residents from the redevelopment survey area to form a citizen committee to address the concept of redevelopment as a whole, review the feasibility study, and then make recommendations as to whether or not the Agency should move ahead with the redevelopment process; and to direct that the committee conduct public meetings on redevelopment to obtain citizen response. The voice vote was unanimous, with Agency Member Lane absent. Agency Member Ferguson nominated Mr. Henry Bravo and Mr. Ruben Castro to the citizen committee. Agency Member Brown nominated Minutes of the Redevelopment Agency Moorpark, California ____4 _ October 26, 1987 Ms. Irene Barrera, and stated she would make her second nomination at a later time. Chairman Harper nominated Mrs. Marlene Garcia and Mrs. Leta Yancy- Sutton to the citizen committee. Agency Member Galloway stated he would make his nominations at a later time. Executive Director, Steven Kueny, suggested he meet with the consultants to inform them of the action taken by the Agency, and then report back to the agency concerning any proposal the consultant may wish to make. By consensus of the Agency, he was directed to take the action he suggested. 6. FUTURE AGENDA ITEMS: The following item was directed to be placed on a future Agency agenda: remaining nominations to the citizen committee. 7. ADJOURNMENT: MOTION: Agency Member Brown moved and Agency Member Ferguson seconded a motion to adjourn the meeting to November 4, 1987, at 6:30 p.m. The voice vote was unanimous, with Agency Member Lane absent.
