HomeMy WebLinkAboutMIN 1994 0202 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California February 2, 1994 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on February 2, 1994 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Lawrason called the meeting to order at 7:35 p.m. 2. ROLL CALL: Agency Members Montgomery, Perez, Hunter, and Chairman Lawrason. Absent: Agency Member Wozniak. Staff: Steven Kueny, Executive Director; Richard Hare, Agency Treasurer; Cheryl Kane, Agency Counsel; Lillian Hare, Agency Secretary 3. PUBLIC COMMENT: None. 4. CONSENT: None. 5. ACTION/DISCUSSION: A. Consider Moorpark Redevelopment Aaencv Mid -Year Budaet Review and Adjustment. Staff Recommendation: Staff recommends that the Moorpark Redevelopment Agency make the proposed amendments to the Agency budget for the remainder of Fiscal Year 93/94. MOTION: Agency Member Montgomery moved and Agency Member Perez seconded a motion to approve the staff recommendation that the Moorpark Redevelopment Agency make the proposed amendments to the Agency budget for the remainder of Fiscal Year 93/94. The motion carried by voice vote 4-0, Agency Member Wozniak absent for the vote. B. Consider Authorization to Retain Consultants for Site Plan Development - (Mission Bell Phase II). Staff Recommendation: Staff recommends that the Moorpark Redevelopment Agency authorize the retention of a consultant for site plan development in an amount not to exceed $45,000 from the 1993 Tax Allocation Bond Proceeds and consider contract award to perform service. (Continued Item 4.B. from 1/19/94, and 1/26/94). MINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California Page 2 February 2, 1994 Agency Member Perez said the Committee couldn't agree regarding a consultant for site plan development. Agency Member Hunter stated that he would like to solicit more information from agencies in the County. Mr. Kueny said staff can report back to the Agency after contacting other agencies in the County regarding their experience with consultants for similar projects. MOTION: Agency Member Montgomery moved and Chairman Lawrason seconded a motion to direct staff to do an informal "RFP" and report back on the contacts made, including contact with other public agencies, during the two week period before the next Agency meeting. The motion carried by voice vote 4-0, Agency Member Wozniak absent for the vote. In response to Agency question, Mr. Kueny indicated that there will not be enough time for a report to be prepared for the agenda packet. AT THIS POINT in the meeting a recess was declared until approximately 10:00 p.m. The time was 7:55 p.m. At 10:39 p.m. the Agency reconvened and determined not to hold a Closed Session. 6. CLOSED SESSION: None was held. A. Negotiations for Real Property at 675 Moorpark Avenue (Moss) and 661 Moorpark Avenue (Aikens) pursuant to Government Code Section 54956.8. B. Negotiations for Real Property at 18 High Street (Abbott & Assoc., Moorpark Chamber of Commerce, Moorpark Melodrama) pursuant to Government Code Section 54956.8. C. Negotiations for Real Property on the North Side of Los Angeles Avenue and South Side of Poindexter Avenue contiguous to Mission Bell Plaza.
