HomeMy WebLinkAboutMIN 1994 1102 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California November 2, 1994 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on November 2, 1994 in the Council Chambers of said city located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Lawrason called the meeting to order at 7:45 p.m. 2. ROLL CALL: Present: Agency Members Hunter, Montgomery, Perez, Wozniak and Chairman Lawrason Staff Present: Steven Kueny, Executive Director; Richard Hare, Treasurer; Cheryl Kane, Agency Counsel; Steve Hayes, Economic/ Redevelopment Manager; Lillian Hare, Agency Secretary 3. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS: None. 4. PUBLIC COMMENT: None. 5. CONSENT CALENDAR: MOTION: Agency Member Perez moved and Agency Member Wozniak seconded a motion to approve the Consent Calendar. The motion carried by unanimous roll call vote. A. Consider Approval of the Warrant Register. Warrants 186 & 187 $ 946.03 Staff Recommendation: Approve the Warrant Register. B. Consider Request for Public Hearina on the Adoption of the Redevelopment Implementation Plan for December 7 1994 and Authorization to Notice Said Hearing. Staff Recommendation: That the Agency set a Noticed Public Hearing on December 7, 1994 for the Housing Implementation Plan and authorize notification of said hearing. 00403 Minutes of the Redevelopment Agency Moorpark, California Page 2 November 2, 1994 6. ACTION /DISCUSSION: A. Consider Staff s ss for PrORosed Housing Rehabilitation Loan and Grant Program. Staff Recommendation: Direct staff and the Economic Development /Affordable Housing Committee to address the issues and other issues identified by the Agency and /or the Committee and report back to the Board no later than January 18, 1995. Mr. Hayes gave the staff report. He went over the Needs Assessment Finding of Conditions Tables in the memorandum to the Agency dated October 19, 1994. He said that the City Council /Agency has in the past, indicated that the maximum amount and type of funding for owner occupied rehabilitation projects for low and very low income families should be as follows: (a) $5,000 grant, (b) $10,000 low interest loans, and (c) a combination of a, and b. He said the Agency might want to consider deferred loans which are loans with no payments due until the property is sold. He indicated that this would require a second mortgage to be placed on a property. He went on to say that Agency staff has completed four inspections of homes that are considered deficient. He said staff had obtained firm construction bids on these homes and they could be placed on a priority listing now and as the procedures are developed, the program could be implemented with these four homes. Mr. Kueny indicated that the committee could recommend interim action. He said the staff wanted the complete program to come back by January 18. He said that might require that the issue of loans and grants be addressed first and the other portions of the program come back to the full Board no later than January 18. He requested the Board to make known any issues which might not have been identified by staff or the Committee so those issues could be addressed. In response to Agency Member Perez, Agency Member Montgomery said he agreed with Councilmember Perez that we should move forward with the program. He said the Code Enforcement Program was an admirable one, but he said he believed it should be separated from the discussion and separately developed. He said he thought that deferred loans with recapture at future sale of the homes is a "great way to go ". He said he believed that a mechanism should be put in place where approval on a case by case basis for a project over $15,000 could be 00404 Minutes of the Redevelopment Agency Moorpark, California Page 3 November 2, 1994 made. He said he would look to the Committee to suggest a mechanism by which that could be accomplished. He said he believed it would be a wise move to go forward now with the identified units at least to the extent of a grant. He said that would allow the City and Agency to move forward with the process up to and including the grant amount. He said he didn't see extensive paperwork involved until the deferred loan process and the expertise of the bank could be used at that point. Mr. Hayes indicated that one of the four homes identified was not within the project area and staff would like to explore the possibility of using CDBG funds for that unit. In response to Agency Member Hunter, Mr. Hayes said the fourth home was considered and included in the report as the owners had contacted his office to request information on whether they could possibly qualify for a rehabilitation program. Agency Member Hunter suggested that until a source of funds was identified, the program should be restricted to the three homes in the Project Area. OTION: Agency Member Montgomery moved and Agency Member Perez seconded a motion to refer the matter to committee; to authorize staff to proceed with the rehabilitation of the three units in the project area; and to authorize the Committee to analyze and recommend funds for the fourth unit.
