A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on September 20, 1995 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California.
1.CALL TO ORDER:
Chairman Lawrason called the meeting to order at 9:30 p.m.
2 . ROLL CALL:
Present: Agency Members Hunter, Montgomery, Perez, Wozniak, and Chairman Lawrason
Staff Present: Steven Kueny, Executive Director; Richard Hare, Agency Treasurer; Cheryl Kane, Agency Counsel; Steve Hayes, Economic/Redevelopment Agency Manager; Lillian Hare, Agency Secretary
3.PUBLIC COMMENT:
None.
4.CONSENT CALENDAR:
None.
5.ACTION/DISCUSSION:
A.Consider Review of Proposals for Gisler Field HousingProject. Staff Recommendation: 1) Reject all bids, 2)sell the property for housing development, and 3)authorize staff to negotiate with interested developersto bring back three formal purchase proposals to theAgency for consideration.
Mr. Hayes gave the staff report.

Lawrason said he an affordable was not in support ofhousing project on this
Agency Member Hunter commented that the proposed sale ofthe property does not abandon the affordable housing onthe site. He said the staff recommendation is to developpart of the conditions that would accompany the sale ofthe property.

In response to a question of the staff and committee, Agency Member Perez said the recommendation is to sell the site reserving the funds from the sale for a subsequent project which would achieve a greater number of affordable units.
In response to Chairman Lawrason, Mr. Kueny indicated that in order to make the project more viable and require less subsidy there would need to be an increase in the density which has been rejected by the Agency.
MOTION: Agency Member Perez moved and Agency Member Hunter seconded a motion to approve the Committee and staff recommendation to sell the site. The motion failed by roll call vote 2-3, Agency Members Montgomery, Wozniak and Chairman Lawrason dissenting.
MOTION: Agency Member Perez moved and Agency Member Hunter seconded a motion to adopt the second alternative from the Committee to enter into an agreement with Cabrillo and Many Mansions. The motion failed by roll call vote 2-3, Agency Members Montgomery, Wozniak and Chairman Lawrason dissenting.
MOTION: Agency Member Perez moved and Agency Member Hunter seconded a motion to refer this matter back to Committee for additional consideration and action and a subsequent recommendation back to the Agency as to the use of this Agency property. With the concurrence of the second, Agency Member Perez amended his motion to include the rejection of all bids. The m·otion carried by unanimous roll call vote.

7.ADJOURNMENT:
Chairman Lawrason adjourned the meeting at 10:25 p.m.
