HomeMy WebLinkAboutMIN 1995 1205 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California December 6, 1995 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on December 6, 1995 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Lawrason called the meeting to order at 7 :55 p.m. 2. ROLL CALL: Present: Agency Members Hunter, Perez, Wozniak, and Chairman Lawrason Staff Present: Steven Kueny, Executive Director; Richard Hare, Agency Treasurer; Cheryl Kane, Agency Counsel; Steve Hayes, Economic Development /Redevelopment Agency Manager; Lillian Hare, Agency Secretary 3. PUBLIC COMMENT: None. 4. CONSENT CALENDAR: MOTION: Agency Member Perez moved and Agency Member Wozniak seconded a motion to approved the consent calendar. The motion carried by roll call vote 4 -0. ACTION /DISCUSSION: A. Consider Gisler Field Housing Site RP(mP -,t fnr R;r3G_ Staff Recommendation: 1) Authorize staff to proceed with the release of the Request for Bids; 2) Request the Economic Development and Affordable Housing Committee to recommend a policy for the requirement of low and moderate housing as required by CCRL Section 33413. Mr. Hayes gave the staff report. 0"10005 Minutes of the Redevelopment Agency Moorpark, California Page 2 December 6, 1995 CONSENSUS: By consensus, the Agency determined to add language to the request for bid to require the number of dwelling units to be built to be set forth in the bid. In response to Agency Member Perez, Mr. Kueny said he expected the street to service the park would be built now, and later the developer of the housing project will be required to pay a percentage of the cost of the street to be determined by the Council. CONSENSUS: By consensus the Council determined that the developer's contribution to the street would be 50% percent. CONSENSUS: By consensus the Agency determined to amend the language of the request for bid document as follows: Page 2 - Revise the last phrase of the third sentence of the first paragraph to read "shall be required by the City as a condition of development" the same language to be reflected in Number 5 of Section 3. No. 1 of Residential Planned Development Conditions to be changed to read "Approximately 50 single family units to be developed on this site." and No. 2 to read "...single story detached construction abutting the western property line." CONSENSUS: By consensus the Agency determined to require that the developer provide three very low income dwelling units and five low income dwelling units. MOTION: Agency Member Perez moved and Agency Member Wozniak seconded a motion to approve the staff recommendation that the Agency authorize staff to proceed with the release of the request for bids and that the Agency direct the Economic Development and Affordable Housing Committee to recommend a policy for the requirement of low and moderate housing as required by CCRL section 33413 and to amend the bid request document as stated by the consensus action this evening.
