HomeMy WebLinkAboutMIN 1996 0702 RDA SPC 7:25PMMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California July 2, 1996 A Special Meeting of the Redevelopment Agency of the City of Moorpark was held on July 2, 1996, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Lawrason called the meeting to order at 7:25 p.m. 2. ROLL CALL: Present: Agency Members Brown, Hunter, Perez, and Mayor Lawrason Absent: Agency Member Wozniak Staff Present: Steven Kueny, Executive Director; Richard Hare, Agency Treasurer; Cheryl Kane, Agency Counsel; Steven Hayes, Economic Development/ Redevelopment Manager; Lillian Hare, Secretary 3. PUBLIC COMMENT: 4. CONSENT CALENDAR: MOTION: Agency Member Perez moved and Agency Member Hunter seconded a motion to adopt the Consent Calendar. The motion carried by 4 -0 roll call vote, Agency Member Wozniak absent for the vote. A. Consider Authorizing Recordation of the Notice of Completion for the Construction of Landscape Improvements at Poindexter Park. Staff Recommendation: 1) Appropriate $5,000 from Bond Funds of the Moorpark Redevelopment Agency public bond proceeds to Fund 5 (Central Zone) to fund any deficit related to the capital improvements for Poindexter Park. 5. PRESENTATIONS /ACTION /DISCUSSION: A. Consider Proposals for Development of Gisler Field Housing Project. Staff Recommendation: Authorize staff to proceed with a Request for Proposal for the purchase of Gisler Field with no minimum bid requirements at the Minutes of the Redevelopment Agency Moorpark, California Page 2 July 2, 1996 50 unit level with 42 at market rate and 8 finished lots given to the Agency for development; and that the proposals also contain bid specifications for the development of the 8 lots owned by the Agency as an individual line item. Steve Hayes gave the staff report. Karen Flock, 11011 Azahar Street, Saticoy, spoke as Project Manager for Cabrillo Economic Development Corporation (CEDC). She requested that the Redevelopment Agency funds that are set aside for low and low to middle income housing remain as set aside funds. She requested the Agency to consider CEDC's proposal of June 26, 1996. Agency Member Perez commented that the Agency should move forward with this project and consider the CEDC proposal and not wait to try to recoup some of the costs for the Agency. Agency Member Brown said the Agency should try to recoup all the money from the land and make a better use of it. In response to Agency question, Mr. Hayes stated that the value of the land under the open bid process may yield up to $1.2 or $1.5 million. MOTION: Agency Member Perez moved and Chairman Lawrason seconded a motion to direct staff to 1) receive Request for Proposals for the Gisler Field property with no minimum bid requirements at the 50 unit level with 42 at market rate and 8 finished lots given to the Agency for development; that the proposals also contain bid specifications for the development of the 8 lots owned by the Agency as an individual line item; and 2)direct staff to seek an appraisal of the site using a basis of 50 market rate units; direct staff to seek an appropriation of funds for the appraisal at the Redevelopment Agency meeting of August 7, 1996. ADJOURNMENT: July 2, 1996 MOTION: Chairman Lawrason moved and Agency Member Perez seconded a motion to adjourn the Redevelopment Agency meeting.
