HomeMy WebLinkAboutMIN 1998 0318 RDA SPCMINUTES OF THE REDEVELOPMENT AGENCY — Moorpark, California March 18, 1998 A Special Meeting of the Redevelopment Agency of the City of Moorpark was held on March 18, 1998, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Hunter called the meeting to order at 6 :40 p.m. 2. ROLL CALL: Present: Agency Members Perez, Teasley, Wozniak and Chairman Hunter. Staff Present: Steven Kueny, Executive Director; John Nowak, Agency Treasurer; and Deborah Traffenstedt, Agency Secretary. 3. PUBLIC COMMENT: AT THIS POINT in the meeting Agency Member Evans arrived. The time was 6:42 p.m. Anna Bell Sessler, representing the One More Time Senior Thrift Shop, 220 E. High Street, Moorpark, requested that the Moorpark Redevelopment Agency allow the Thrift Shop expansion into the shop area formerly occupied by Paikin's Color Port, at no additional cost. She described how the revenue from the Thrift Shop has been used to benefit the community. Kenneth Moss, representing Jemco Plumbing, 226 High Street, Moorpark, referenced his March 16, 1998, letter to Mr. Nowak. He summarized his concerns as follows: 1) He tried to pay rent when his rent credit ran out but was told by the Redevelopment Manager to wait until he received a lease; 2) The arrears for rent are more than he can afford; 3) His union contract requires him to have a parking lot, and he has been told he will no longer have exclusive use of the parking lot; and 4) He is opposed to the requirement for him to improve the exterior appearance of the building. 4. CLOSED SESSION: MOTION: Chairman Hunter moved and Agency Member Wozniak seconded a motion to adjourn to closed session for a discussion of Items 4.A, and 4.B. CONFERENCE WITH REAL PROPERTY NEGOTIATOR Property: 226 High Street, Moorpark, CA 93021 Negotiating Parties: The Redevelopment Agency of the City of Moorpark and Alton and Jemco Plumbing. Under Negotiation: Price and Terms of Payment. B. CONFERENCE WITH REAL PROPERTY NEGOTIATOR Property: 222 High Street, Moorpark, CA 93021 Negotiating Parties: The Redevelopment Agency of the City of Moorpark and Moorpark Active Seniors. Under Negotiation: Price and Terms of Payment. Present in closed session were all Agency Members; Steven Kueny, Executive Director; and John Nowak, Agency Treasurer. The time was 6:55 p.m. The Agency reconvened into open session at 7:03 p.m. Mr. Kueny stated there was no action to report on Item 4.A. and that for Item 4.B. staff was directed to schedule an agenda item pertaining to consideration of a lease agreement with the One More Time Senior Thrift Shop for 222 High Street. 5.
