HomeMy WebLinkAboutMIN 1998 1007 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California October 7, 1998 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on October 7, 1998 in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Hunter called the meeting to order at 9:35 p.m. 2. ROLL CALL: Present: Agency Members Perez, Teasley, Wozniak and Chairman Hunter. Absent: Agency Member Evans Staff Present: Steven Kueny, Executive Director; Cheryl Kane, Agency Counsel; John Nowak, Assistant Executive Director; Nancy Burns, Senior Management Analyst; and Deborah Traffenstedt, Agency Secretary. 3. PUBLIC COMMENT: None. 4. PUBLIC HEARINGS: 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Modifying Housing Rehabilitation Loan Programs. Staff Recommendation: 1) Extend the Housing Rehabilitation Loan Program maximum loan amount, or combination grant and loan amount, to eighteen thousand dollars ($18,000); and 2) Allow homeowners who have previously participated in this program to apply for additional funds for major repairs only, to correct an unsafe condition, in the amount of the difference between their original loan, or the combination of grant and loan, and a maximum of eighteen thousand dollars ($18, 000) . Ms. Burns gave the staff report. Chairman Hunter explained the process and reason for the recommendation. Agency Member Teasley suggested the 2:1 equity to loan amount ratio remain for another year until the housing market stabilizes. In response to Agency Member Perez, Chairman Hunter indicated that as a member of the Affordable Minutes of the Redevelopment Agency Moorpark, California Page 2 Housing /Community Development increasing the threshold of th e purpose of limiting the loan allow more participants in the October 7, 1998 Committee he could support loan amount. He suggested allowing owners to utilize their own labor and resources without going out to bid. MOTION: Agency Member Perez moved and Agency Member Wozniak seconded a motion to extend the Housing Rehabilitation Loan Program maximum loan amount, or combination grant and loan amount, to twenty thousand dollars ($20,000); to allow homeowners who have previously participated in this program to apply for additional funds for major repairs only, to correct an unsafe condition, in the amount of the difference between their original loan, or the combination of grant and loan, and a maximum of twenty thousand dollars ($20,000); and to include the requirement for a two -to -one (2 :1) equity to loan ratio. The motion carried by voice vote 4 -0, Agency Member Evans absent. B. Consider Rehabilitation Program for Mobilehomes. Staff Recommendation: Authorize a housing rehabilitation program for Low and Very Low Income households in Moorpark Mobilehome Park for repairs as described in the staff report, using the Agency's Housing Set -aside funds. Ms. Burns gave the staff report. In response to Chairman Hunter, Ms. Burns stated one request from Moorpark Mobilehome park and two from Villa Del Arroyo had been received. MOTION: Agency Member Wozniak moved and Agency Member Teasley seconded a motion to authorize a housing rehabilitation program for Low and Very Low Income households in Moorpark Mobilehome Park for repairs as described in the staff report, using the Agency's Housing Set -aside funds. The motion carried by voice vote 4 -0, Agency Member Evans absent. 6. CONSENT CALENDAR: MOTION: Agency Member Perez moved and Agency Member Wozniak seconded a motion to approve the Consent Calendar. The motion carried by roll call vote 4 -0, Agency Member Evans absent. A. Consider Approval of Minutes of the September 16, 1998 Special Redevelopment Aaencv Meetina. AT THIS POINT in the meeting, a recess was declared to reconvene the City Council. The time was 9:50 p.m. The Redevelopment Agency reconvened at 12:29 a.m. 7. CLOSED SESSION: MOTION: Agency Member Wozniak moved and Agency Member Perez seconded a motion to adjourn to closed session for a discussion of Item 7.A. The motion carried by voice vote 4 -0, Agency Member Evans absent. A. CONFERENCE WITH REAL PROPERTY NEGOTIATOR Property: 226 High Street, Moorpark, CA 93021 Negotiating Parties: The Redevelopment Agency of the City of Moorpark and JEMCO Plumbing. Under Negotiation: Price and Terms of payment The City Attorney, Ms. Kane, reported that by a vote of 3 to 0, with one abstention, Councilmembers Perez, Teasley and Wozniak voting yes, and Mayor Hunter abstaining, the City Council directed the City Attorney to initiate a lawsuit and that the name of the case, defendants and other particulars will be disclosed to any person upon inquiry once the lawsuit has been formally commenced, unless to do so would jeopardize service of process or existing settlement negotiations. 8. ADJOURNMENT: MOTION: Agency Member Perez moved and Agency Member Teasley seconded a motion to adjourn. The motion carried b voice vote 4 -0, Agency Member Evans absent.
