HomeMy WebLinkAboutMIN 2001 0117 RDA REGMINUTES OF THE REDEVELOPMENT AGENCY Moorpark, California January 17, 2001 A Regular Meeting of the Redevelopment Agency of the City of Moorpark was held on January 17, 2001, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Hunter called the meeting to order at 7:05 p.m. 2. ROLL CALL: Present: Agency Members Harper, Mikos, Millhouse, Wozniak and Chair Hunter. Staff Present: Steven Kueny, Executive Director; Joseph Montes, Acting General Counsel; Hugh Riley, Assistant Executive Director; and Deborah Traffenstedt, Agency Secretary. 3. PUBLIC COMMENT: None. 4. PUBLIC HEARING: None. 5. PRESENTATION /ACTION /DISCUSSION: A. Consider Adopting Resolution of Necessity to Acquire Fee Title by Eminent Domain that Real Property Owned by Steven A. Valenza at 203 and 213 East Los Angeles Avenue. Staff Recommendation: 1) Conduct a hearing on Resolution No. 2001 -95, a Resolution of the Redevelopment Agency of the City of Moorpark, finding and determining that the public interest, convenience and necessity require the acquisition of certain property for public purposes; and 2) review the evidence presented, including the staff report and public comments and close the hearing; and 3) adopt Resolution No. 2001 -95 authorizing the commencement of eminent domain proceedings so as to acquire the fee simple interest in real property described therein. (ROLL CALL VOTE REQUIRED - requires an affirmative FOUR - FIFTHS {4/5} vote of the Agency Board of Directors) Mr. Riley gave the staff report. MOTION: Agency Member Harper moved and Agency Member Wozniak seconded a motion to adopt Resolution No. 2001 -95, finding and determining that the public interest, convenience and necessity require the acquisition of 203 and 213 East Los Angeles Avenue for public purposes; and authorizing the commencement of eminent domain proceedings so as to acquire the fee simple interest in the real property described in the resolution. The motion carried by unanimous roll call vote. B. Presentation from Habitat for Humanity - Ventura County. Staff Recommendation: Refer this matter to the Affordable Housing /Community Development Committee for further review of possible cooperation in this type of project and recommendation. Teresa Romney, Habitat for Humanity of Ventura County Board President, gave the presentation. Ms. Romney showed a video about the workings of Habitat for Humanity of Ventura County. She stated that they had built 17 homes to date, including homes built in Camarillo, Thousand Oaks, and Piru. She stated that it cost approximately $75,000 to sponsor a home. She stated that in order to quality, the homebuyer must dedicate sweat equity and have a very low or low income. She also stated the homes they have built in Ventura County have had three to five bedrooms, based on the size of the qualifying homebuyer's family. Agency Member Harper stated he had met with Habitat staff and concurred with the staff recommendation. MOTION: Agency Member Harper moved and Agency Member Mikos seconded a motion to refer this matter to the City Council Affordable Housing /Community Development Committee for further review of possible cooperation in this type of project and recommendation. The motion carried by unanimous voice vote. 6. CONSENT CALENDAR: MOTION: Agency Member Wozniak moved and Agency Member Harper seconded a motion to approve the Consent Calendar.
