AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING MUNICIPAL
CODE CHAPTER 10.04, TRAFFIC CODE
WHEREAS, Ordinance No. 20 was enacted by the Moorpark City
Council to established traffic standards for the City of
Moorpark; and
WHEREAS, Ordinances 73 and 178 amended this Municipal Code
section; and
WHEREAS, the Moorpark City Council has determined that it
is appropriate to delegate to staff authority for the
establishment of parking and stopping prohibitions.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES ORDAIN AS FOLLOWS:
SECTION 1. Section 10.04.190 of Chapter 10.04, Article III,
of the Moorpark Municipal Code is hereby amended by deleting
paragraph J and adding a new paragraph J to read as follows:
"J. Any area or zone where parking or stopping of
a vehicle for all or any part of any day is restricted or
prohibited by a resolution of the city council; provided,
any such area or zone is designated by signs or markings
giving notice of such parking restriction or prohibition.
Parking or stopping of a vehicle may be restricted or
prohibited in any area where the City Engineer, with the
approval of the City Manager, determines that the parking
or stopping of a vehicle would constitute a traffic hazard
or would endanger life or property, provided that any such
area is then indicated by appropriate signs or by red paint
upon the curb surface."
SECTION 2. If any section, subsection, sentence, clause,
phrase, part or portion of this Ordinance is for any reason held
to be invalid or unconstitutional by any court of competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City Council declares
that it would have adopted this Ordinance and each section,
subsection, sentence, clause, phrase, part or portion thereof,
irrespective of the fact that any one or more section,
subsections, sentences, clauses, phrases, parts or portions be
declared invalid or unconstitutional.

SECTION 3. This Ordinance shall become effective thirty (30)
days after its passage and adoption.
SECTION 4. The City Clerk shall certify to the passage and
adoption of this ordinance; shall enter the same in the book of
original ordinances of said City; shall make a minute of the
passage and adoption thereof in the records of the proceedings of
the City Council at which the same is passed and adopted; and
shall, within fifteen (15) days after the passage and adoption
thereof, cause the same to be published once in the Moorpark Star
a newspaper of general circulation, as defined in Section 6008 of
the Government Code, for the City of Moorpark, and which is hereby
designated for that purpose.

foregoing Ordinance No. 274 was adopted by the City Council of
the City of Moorpark at a regular meeting held on the 7th day of
November, 2001, and that the same was adopted by the following
vote:
AYES: Councilmembers Harper, Mikos, Millhouse, Wozniak,
and Mayor Hunter

ABSENT: None
ABSTAIN: None
