HomeMy WebLinkAboutRES CC 2006 2466 2006 0517RESOLUTION NO. 2006 -2466 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ESTABLISHING WASTE REDUCTION AND RECYCLED - CONTENT PRODUCT PROCUREMENT PRACTICES WHEREAS, the City of Moorpark adopted the Source Reduction and Recycling Element in 1991; and WHEREAS, it is the City's goal to promote the use of reusable, recyclable, and recycled products, and to encourage waste reduction activities as part of the City's plan to meet AB 939 goals; and WHEREAS, in support of its vision to serve as a leader in integrated waste management, the City's waste reduction and recycled- content product procurement practices shall be an example for other jurisdictions and businesses to follow; and WHEREAS, in developing a new waste reduction and recycled content product procurement policy for the City, the City acknowledges that changes to internal business operations have resulted in efficiencies for the City. Therefore, the City's future waste reduction policies and programs shall focus on improvements to business functions to efficiently use resources, time, labor, and materials that will result in waste reduction; and WHEREAS, Executive Staff and managerial support is critical to improving business functional efficiency and achieving waste reduction and recycled content product procurement goals. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of the City of Moorpark establishes the following Waste Reduction and Recycled- content Product Procurement Practices: a. The City of Moorpark shall purchase and use reusable, recyclable, and recycled products whenever possible to the extent that such use does not negatively impact health, safety, economic constraints, performance standards or operational efficiency. Resolution No. 2006 -2466 Page 2 b. When approved by the City Manager, a not -to- exceed ten (10) percent price preference may be given to qualified products that are reusable, recyclable, or made from recycled material. C. Recycled paper shall be used for products that are highly visible to the public, including letterhead, copy paper, and business cards. d. When recycled products are used, reasonable efforts shall be undertaken to label them to indicate that they contain recycled materials. e. All City staff shall practice waste reduction procedures, such as duplex copying, avoiding excess packaging, and minimizing use of disposables (toner cartridges, kitchen supplies, etc.). f. Each City department shall examine purchasing requirements and maximize use of products that are durable, reusable, recyclable, and made from recycled feedstock. Such products could include office supplies, compost, motor oil, paint, tires, and construction materials. g. Contractors and consultants bidding to provide products or services to the City should demonstrate compliance with the City's purchasing and waste reduction practices to the greatest extent possible. h. The City shall develop conditions of approval for new residential and commercial construction that will provide adequate space for recycling activities. Conditions shall also be developed that encourage use of recycled building materials and maximize opportunities for the recycling of demolition and construction materials. The City shall investigate joint purchasing opportunities with other local governments as a way to maximize economic benefit to all jurisdictions. j. Staff from the Finance Department and Parks, Recreation, and Community Services Department shall meet annually to review purchasing practices and shall propose any identified changes to the City Manager for possible adoption and implementation.
