HomeMy WebLinkAboutRES CC 2006 2522 2006 1004RESOLUTION NO. 2006 -2522 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, REQUESTING APPROVAL SUPPORTING FULL FUNDING OF THE PUBLIC LIBRARY FOUNDATION (PLF) WHEREAS, the governor and state legislature established the Public Library Foundation (PLF) in 1982 to support public library baseline services with an annual revenue allocation from the general fund starting in fiscal year 1983/84 ; and WHEREAS, the legislature found and declared that it is in the interest of the people and of the state that there be a general diffusion of information and knowledge through the continued operation of free public libraries. Since diffusion is a matter of general concern inasmuch as it is the duty of the state to provide encouragement to the voluntary lifelong learning of the people of the state; and WHEREAS, the legislature further found that the public library is a supplement to the formal system of free public education and a source of information and inspiration to persons of all ages, cultural backgrounds, and economic statuses, and a resource for continuing education and reeducation, and as such deserves adequate financial support from government at all levels; and WHEREAS, library usage in California is at an all time high and up 10% per capita in the last five (5) years throughout the entire state of California and 13% in Ventura County; and WHEREAS, Public Library Foundation allocates revenue to the 180 public libraries based on a formula that includes population and inflation, but has never been fully funded and in fiscal year 2005/06 per capita spending was less than it was 20 years ago; and WHEREAS, between fiscal years 2000/01 and 2004/05 funding was slashed by 75 %; and WHEREAS, in 2005/06 PLF funding was $14.4 million vs. a full funding figure of $89.5 million, the realized impact to the Moorpark City library would have been $14,040 at the current funding of $0.39 per capita vs. $86,400 at the proposed fully funded level of $2.40 per capita; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Effective immediately the City Council of the City of Moorpark urges the Governor to make libraries a priority by fully funding the Public Library Foundation in the 2007/08 budget; and Resolution No. 2006 -2522 Page 2 FURTHER request that the California State Assembly Members and Senators who represent the City of Moorpark make libraries a priority and support full funding for the Public Library Foundation. SECTION 2. The City Clerk sh the adoption of this resolution and shall cause a certified resolution to b ed in the book f original resolutions.
