A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MOORPARK APPROVING RESIDENTIAI.
PLANNED DEVELOPMENT' PERMIT PD -903
(GRIFFIN HOMES).
WHEREAS, at a duly noticed public hearing on July 20, 1983,
Residential Planned Development Permit No. PD -903 was considered by the
City Council; and
WHEREAS, PD -903 (Griffin Homes) was approved by the County
of Ventura;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Moorpark hereby
ratifies and approves Residential Planned Development Permit PD -903
(Griffin Homes as conditioned by the County of Ventura, subject to the
following additional conditions:
A. That a block wall shall be provided for Lots 22 - 23 and
61 - 62. The walls shall be four and six feet in height and located at the
i:op of the side yard slopes. The side yard slopes shall be planted and
:_rrigated. Details for these improvements shall be included with the
-'encing plans to be submitted and approved in accordance with Condition
No. 13 of the Permit.
B. That sufficient space in the garage be provided for a water
:storage tank to facilitate future equipping; of each dwelling unit with
:polar water heating. The space shall be provided at a convenient
location to facilitate connection to the water heater. Provision shall
be made in walls to facilitate solar water heater installation.
C. That CC & R's shall require that any external plumbing
Associated with solar water heating units shall be colored the same as
the roof or house exterior that it is affixed to.
D. That the plot plans and elevations be modified to include a
fourth model of dwelling unit. Said unit shall consist of "Plan 9' as
identified in the applicant's request of July 22, 1983 to the City.
E. 'l'hat the applicant shall prepare a landscaping and irrigation
plan for the median divider in Campus Park Drive adjacent to the site
and east of College View Avenue. Preparation and review of said plan
shall be in accordance with Condition No. 12 of the Permit, with the
exception that the flan shall he subject to the approval of the Recreation
and Parks Commission.
F. That prior to the 0ccup,111CV of the 30th dwcllii -g unit Within
the project, the Campus Park Drive Median shall be landscaped, or
banding for improveinents provided.
C. "]'hat the applicant shall maintain the landscaped inedian
within Campus Park ])rive for twelve months after the completion and
inspection approval. Subsequent to the expiration of tile, rvelve- month
period, continued maintenance shall heconie the responsibility of the
City of Moorpark.
11. That prior to the issuance of the first Lone clearance,
the applicant, on behalf of himself and his successors and assigns,
agrees not to protest or otherwise contest the formation of any assess -
nicin district or method of assessment applicable to the development
which may be established by the City of Moorpark for the purpose of
rilaintai ring landscaping and i ill prove ments within the median in Campus
Park Drive adjacent to the project site, as well as landscaping within
the landscape planting maintenance easements within hots Nos. 1 - 15,
33 - 50 and 73.
I. '[hat prior to the issuance of a zone clearance for the
37th dwelling unit, the permit shall be reviewed by the City Council to
determine if there are adequate school facilities available or planned
for the continued development of the project.
SECTION 2. The City Council of the City of Moorpark Ilereby
ratifies, the certification by the County of Ventura of the environmental document
for PD- 90:1.
SECTION 3. The Residential Planned Development Permit
approved by the County of Ventura reflects the County governmental structure
and contains references to officials, official titles, commissions and other
designations which are not a part of the structure of this City's government.
Whenever the Permit approved by the County refers to an officer, office, official
title, or other designation, the reference shall he interpreted to mean that office,
title, or designation in the governmental structure of the City, or if there is none,
any official or titleholder in the City who has been specifically directed by the City
Council or the City Manager to perform thc ftinctio)n.-; referred to as the duties
imposed.

Resolution No. 83 -33 was adopted by the City Council of the City of
Moorpark at a regular meeting thereof held on the 7th day of
September 19 83 , and that the same was adopted by
the following vote, to wit:
AYES: Councilmembers Beaulieu, Harper and Mayor
pro tem Prieto;
NOES: None;
ABSENT: None;
ABSTAIN: Councilmember Straughan and Mayor Yancy - Sutton.
