A 1ZESOLUTION OF T1 1E CITY COUNCIL, OF TIlE CITY
01- MOORPARK REGARDING SIM1 VALLEY GENERAL
PLAN AMENDMENT 841 -A (KAVIAN COMPONENT)
WHEREAS, the Kavian proposed amendment to the Simi Valley
General Plan consists of 138 acres located within the Tierra Rejada Valley;
and
WHEREAS, the subject property is not presently located within
the planning boundaries established for and by the City of Simi Valley; and
WHEREAS, the project site is outside the Simi Valley Growth Area
as d lE ined by the 208 Plan and used for planning purposes by the Air Quality
Man ment Plan, the Countywide Transportation Plan and L.AFCO Spheres
of In nce P lan; and
WHEREAS, the project site lies outside of the Simi Area of
Inter Est as established by the Local Agency Formation Commission, but
is within the Moorpark Area of Interest; and
WHEREAS, the proposal is inconsistent with the County /Cities
adoptod "Guidelines for Orderly Development "; and
WHEREAS, the subject property and the surrounding properties
within the Tierra Rejada Valley have been designated by the County of Ventura
and the City of Moorpark for "Open Space" and "Agricultural" uses; and
WHEREAS, the Tierra Rejada Valley has been designated as a
Greenbelt between the Cities of Moorpark, Simi Valley and Thousand Oaks;
and
WHEREAS, development of the subject property as proposed
will rgquire the expansion of major serving intrastructure systems into the
Tierra Rejada Valley, most noticeably sewer and water systems; and
WHEREAS, according to the EIR prepared for this proposal,
signifivant traffic and growth inducing impacts will result from the proposal;
and
WHEREAS, growth inducing impacts will affect the viability of
"Open space" and "Agricultural" uses of surrounding properties within the
Tierra Rejada Valley; and
WHEREAS, the proposed amendment is not consistent with the
overall concept of the Simi Valley General Plan, which is to concentrate
development on the Simi. Valley floor; and
WHEREAS, the Planning Delmrtnicnt of the City of Simi Valley
has ru�commended that this component he denied;
NOW, THEREFORE, 13E IT RESOLVED, that the City Council
of the City of Moorpark urges the City of Simi Valley to maintain long-
standing; physical, planning and political boundaries betwe::n the .wo commur►-
ities zimd deity General flan Amendment reyuc:st 841 -A; and
BE IT FURTHER RESOLVED, Owt the City Clerk shall certify to
the adroption of this Resolution.

Mayor Yancy - Sutton;
NOES: None;
ABSENT: None;
ABSTAIN: Council member Straughan.
