HomeMy WebLinkAboutRES CC 1984 095 1984 0606RESOLUTION NO. 84 - _99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, EXPRESSING OPPOSITION TO THE RAIL TRANSPORT OF OIL BY SANTA BARBARA COUNTY. WHEREAS, with the development of oil fields off the Santa Barbara Coast, it is proposed to transport oil to refining facilities outside of Santa Barbara County; and WHEREAS, the use of overland pipelines has been identified by the Oil Transportation Plan and Draft Environ- mental Impact Report as a preferred and most environmentally sensitive mode of transportation; and WHEREAS, in Ventura and Los Angeles Counties there are 133 at -grade street /railroad crossings; and WHEREAS, the rail transport of such oil - either on an interim or permanent basis - will significantly affect the public health, safety and welfare and the environment; and WHEREAS, no detailed information to date has been provided regarding the complete hazards represented by the transportation of oil by rail through Ventura and Los Angeles Counties; NOW, THEREFORE, BE IT RESOLVED, that the City of Moorpark strongly opposes any rail transport of oil from Santa Barbara County; and BE IT FURTHER RESOLVED, that the City of Moorpark requests that the Santa Barbara County Board of Supervisors not allow said rail transport of oil; and BE IT FURTHER RESOLVED, that the City Clerk shall certify to the passage and adoption of this resolution; and shall forward copies of this resolution to the Santa Barbara County Planning Commission; the Ventura County Board of Super- visors; the Cities of Camarillo, Oxnard, Simi Valley, and Ventura; the Ventura County Association of Governments; and the Southern California Association of Governments.
