A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, INDICATING ITS INTENT TO
IMPLEMENT REASONABLY AVAILABLE TRANSPORTATION CON-
TROL MEASURES FROM THE 1982 VENTURA COUNTY AIR
QUALITY MENAGEMENT PLAN.
WHEREAS, the Federal Clean Air Act (42 U.S.C. 7401, et.
seq.) seeks to develop a cooperative federal,'state and local gov-
ernment program to prevent and control air pollution in order to
protect and enhance the quality of this nation's air resources so
as to promote the public health and welfare; and
WHEREAS, pursuant to Section 172 (a) (1) of the Clean
Air Act, the Ventura County Air Pollution Control District has
prepared an Air Quality Management Plan for the southern half of
Ventura County , said plan having been adopted by the Ventura County
Board of Supervisors on March 23, 1982; and
WHEREAS, the Clean Air Act allows for an extension in the
deadline for attaining national air quality standards from 1982 to
1987 if all reasonably available control measures are implemented,
and in the event that these measures are not implemented, enpowers
the U.S. Environmental Protection Agency to impose economic sanctions
which could potentially cost local jurisdictions within Ventura
County millions of dollars in federal transportation and sewer
construction grants; and
WHEREAS, as part of the county -wide effort by the public
and private sectors to improve the air quality of Ventura County
and to comply with the mandates of the Clean Air Act, the following
measures have been specifically identified as reasonably available
transportation control measures which require some degree of scheduled
implementation by local jurisdictions in Ventura County (recognizing
that many of the following measures are also contained in the 1979
Air Quality Management Plan and are currently being implemented):
-- Improved Public Transit
-- Areawide Carpool Programs
-- On- Street Parking Controls
-- Park and Ride Facilities
-- Employer Programs to Encourage Car and Vanpooling, Mass
Transit, Bicycling and Walking
-- Bicycle Lanes and Storage Facilities
-- Staggered Work Hours
-- Traffic Flow Improvements; and,
(a more specific discussion of .transportation control measures can
be found in the 1982 Air Quality Management Plan and in Air Quality
Management Plan Appendix R -81).

WHEREAS, the implementation of Air Quality Management
Plan transportation control measures is contingent upon the avail-
ability of funds form federal, state and local sources.
NOW, THEREFORE, BE IT RESOLVED THAT, it is the intent
of the City Council:
1. To implement reasonably available transportation
control measures or equivalent substitute measures.
The adopted Transportation Control Measures Imple-
mentation Schedule is included in "Exhibit 1"
attached to this resolution.
2. To seek adequate funding from federal, state and
local sources to implement the adopted list of trans-
portation control measures according to the adopted
implementation schedule, as set forth in "Exhibit 1."
