A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CA.IFORNIA, ESTABLISHING A
CLASSIFICATION PLAN FOR THE COMPETITIVE
SERVICE.
WHEREAS, the Moorpark City Council established Personnel
System Rules and Regulations in Resolution No. 85 -185; and
WHEREAS, Rule 3 of said Resolution No. 85 -185 authorizes
the preparation and adoption of a Classification Plan consisting of
positions in the competitive service;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Moorpark, California, does hereby adopt a Classification
PLan for the Competitive Service, as contained in attached EXHIBIT A;
and
BE IT FURTHER RESOLVED, that the City Clerk shall certify
to the passage and adoption of this resolution.

ACCOUNT CLERK
DEFINITION
Under general supervision, to perform a variety of clerical work
in connection with keeping or reviewing financial or statistical
records; to carry out special assignments in a particular phase
of accounting; and to do related work as required.
EXAMPLES OF DUTIES
Answers inquiries and complaints at the public counter and gives
information; may occasionally serve as general receptionist; re-
ceives and accounts for cash received for licenses, permits, fees
and charges, and other revenue sources; checks and lists invoices;
prepares warrants and maintains warrant register; lists all out-
standing encumbrances; maintains subsidiary ledgers; posts, assem-
bles, tabulates and compares financial data; prepares financial
reports; assists in budget preparation; keeps various financial
records requiring the use of some judgment in choosing from a
limited number of alternatives; assistsin investment transactions
and reconciles bank accounts; compares, schedules, indexes, and
files bills, vouchers, warrants, and other records; makes arith-
metical calculations and checks various statistical or accounting
tables and reports; provides general oversight of purchasing pro-
cedures, types purchase orders from requisitions and prepares for
mailing; operates computer terminal, adding, bookkeeping, cash
register, and calculating machines; types reports and other mis-
cellaneous correspondence; maintains office supplies cabinet.
QUALIFICATIONS
Training and Experience - Any combination equivalent to graduation
from high school, including or supplemented by courses in book-
keeping, data processing or financial record keeping, and two
years of experience in clerical work including the maintenance
of financial records.
Knowledge and Abilities - Knowledge of modern business procedures
and practices; knowledge of basic methods of financial record
keeping; ability to type from copy accurately at 50 net words per
minute; ability to operate a variety of office machines,including
a cash register, word processor, ten-key calculator, and computer
terminal; ability to make. arithmetic calculations quickly and
accurately; ability to understand and carry out oral and written
instructions; ability to establish and maintain effective rela-
tionships with others.

DEFINITION
Under general supervision, performs varied and responsible typing,
clerical work.
EXAMPLES OF DUTIES
Coordinates, types and issues reports, correspondence, memoranda
and forms; may prepare or compose forms and correspondence; answers
telephone, greets public and answers inquiries; maintains a variety
of files and records; performs minor bookkeeping tasks and maintains
records of various funds and expenditures; processes accounts payable;
prepares payroll; may open, sort and distribute incoming and outgoing
correspondence; issues, receives, types and processes various appli-
cations, permits and other forms; transcribes dictated material from
recording devices; researches, gathers and compiles information and
data for use in legal, statistical and financial reports; operates
a variety of office machines, including electric typewriter, calculator,
copier, tape recorder and transcribing equipment, word processor/compu-
ter terminal, etc.; and perform related work as required.
QUALIFICATIONS
Knowledge of: Modern office methods, procedures and equipment;
proper English usage, spelling, grammar and punctuation; simple
bookkeeping methods and procedures; complex filing systems.
Ability to: Work independently in the absence of supervision; type
at a rate of speed sufficient to meet the requirements of the position;
understand and carry out oral and written directions; use standard
office equipment; transcribe dictated material from recording medium;
perform a variety of difficult clerical duties; work effectively with
other employees; meet the general public with courtesy and tact; make
simple arithmetic calculations; ability to work with automated accounting
systems and on -line computer; and learn applicable laws, rules and
procedures.
EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could
likely provide the required knowledge and abilities.

ADMINISTRATIVE SECRETARY
DEFINITION
Under general supervision, to perform responsible secretarial,
clerical, typing and office duties; and to do related work as
required.
EXAMPLES OF DUTIES
Plans and performs a variety of complex clerical and secretarial
work related to the function to which assigned; screens visitors,
telephone calls and mail, giving information where judgment,
knowledge and interpretation of policies, procedures and regula-
tions are necessary; may occassionally serve as general recep-
tionist; types correspondence, reports, memoranda, records,
ordinances, resolutions, documents and statistical data; trans-
cribes correspondence form dictation equipment, including material
of confidential nature; composes correspondence in a variety of
matters with a minimum of instruction; schedules meetings and
makes travel arrangements; prepares requisitions and other forms;
indexes and maintains complex filing systems and keeps various
records and data current; may perform the work of other clerical
staff in maintaining smooth work flow and answering questions
requiring the interpretation of rules and regulations in problem
cases; assists with public counter; does related work as assigned.
QUALIFICATIONS
Training and Experience - Any combination equivalent to graduation
from high school, including or supplemented by courses in typing
and business practices and two years of increasingly responsible
secretarial experience.
Knowledge and Abilities - Knowledge of office practices and pro-
cedures, office appliances and filing systems; knowledge of business
correspondence methods; knowledge of good business English,.including
vocabulary, grammar and spelling; ability to type from copy acc-
urately at a speed of not less than 50 net words per minute;
ability to perform difficult clerical work; ability to operate
a variety of office and communications equipment, including word
processing and transcribing equipment; ability to establish and
maintain effective relationships with others.

ASSOCIATE PLANNER
DEFINITION
Under general supervision, performs a wide scope of professional
planning work; assists the Director of Community Development in
planning and zoning administration; and performs related work as
required.
EXAMPLES OF DUTIES
Participates in the development and implementation of planning goals,
objections and policies; reviews studies with respect to natural
resources, utilization of land, traffic systems, public services and
facilites, etc.; participates in preparation of the City General Plan;
reviews and processes land use permit applications, including sub-
division maps; prepares and processes environmental documents; appears
before the Planning Commission, City Council and citizens' organiza-
tions on planning matters; conducts research; compiles, analyzes and
interprets information; prepares written reports and makes recommenda-
tions; coordinates and works with consultants and other City staff.
QUALIFICATIONS
Training and Experience - A Bachelor's Degree, or the equivalent,
from an accredited college or university, with major course work in
planning or a related field, and at least two years of progressively
responsible experience at the professional planning level, preferably
with public agencies.
Knowledge and Abilities - Knowledge of principles and accepted
practices of urban planning, including architecture and site design;
research and statistical methods; Federal, State and local laws and
regulations relating to planning and land use, including the Sub-
division Map Act and CEQA.
Ability to - Communicate clearly and concisely, orally and in
writing, and to establish and maintain effective working relationships
with others.
Pursuant to the applicable Personnel Rules and Regulations, this
Classification is exempt from the payment of overtime and/or compen-
satory time off.

CLERK TYPIST /RECEPTIONIST
DEFINITION
Under general supervision, to serve as general receptionist, to
assist the public by answering inquiries and complaints; to perform
routine typing and general clerical functions; and other related
duties as assigned.
EXAMPLES OF DUTIES
Greets public; answers inquiries and complaints; gives out infor-
mation regarding City operations; types letters, memos, reports,
purchase orders and miscellaneous correspondence and forms; meets
and deals with the general public; maintains files and records and
performs routine filing and copying; operates common office machines;
receives and routes telephone calls; requisitions supplies; opens
and sorts mail; schedules meetings and reservations; performs
other tasks as required.
UALIFICATIONS
Training and Experience - Any combination equivalent to graduation
from high school and one year of clerical experience.
Knowledge and Abilities - Modern office methods and procedures,
including filing principles and practices; proper English usage,
grammar, punctuation and spelling.
Use of standard office equipment and accurately type 40 w.p.m.
from clear copy; follow oral and written instructions; perform
a variety of clerical duties; work effectively with other employees;
meet the general public with courtesy and tact.

LEAD MAINTENANCE WORKER
DEFINITION
Under general supervision, to perform a variety of tasks and provide
lead supervision as required in the maintenance, repair and con-
struction of streets, sidewalks, parkways, storm drains, signs, traffic
systems, landscaping, parks and other public works facilities, and
perform related duties.
EXAMPLES OF DUTIES:
Assign, supervise and assist subordinate field personnel in performing
a variety of tasks, including but not limited to: patching streets;
repair, removal and installation of concrete; trimming, removal and
planting of parkway trees; installation, repair and maintenance of
sprinkler irrigation systems; maintenance and repair of storm drain
pipes and catch basins; painting and placement of pavement markings;
control and removal of debris and weeds, including application of
appropriate herbicides; installation and repair of barricades and signs;
and landscape and park maintenance and repair work.
Assist in planning and scheduling maintenance and repair activities
and determine equipment, material and personnel needs; visually survey
job sites and determine maintenance needs; set up job site to insure
use of basic safety rules, appropriate equipment and proper work
technique; use and operation of a variety of tools and equipment;
assist in training and evaluation of subordinates; perform minor
vehicle and equipment maintenance as needed; coordinate and inspect
work of private contractors; keep a variety of records and prepare
reports as needed; and respond to citizen complaints and requests for
information.
QUALIFICATIONS
Training and Experience - A minimum of three years of increasingly
responsible experience in public works construction and maintnance
work. Possession of a valid California driver's license and
insurable by the City's insurance carried.
Knowledge and Abilities - Knowledge of methods, techniques, equip-
ment, materials, tools and safety practices used in streets, parks
and general public works maintenance construction.
Ability to - Follow, as well as provide, oral and written instructions
and to assign-and supervise field personnel in performance of mainten-
ance acitivites; to prepare written reports and keep accurate records;
plan-and schedule activities; read and i -nterpret plans and specifications
and blueprints; determine equipment and material needs; perform heavy
manual labor for extended periods, occasionally under severe weather
conditions; use tolls and mechanical equipment; perform minor vehicle
and equipment maintenance; train subordinates; and work closely and
communicate_ with private contractors, other employees and the public-

MAINTENANCE WORKER /CUSTODIAN
DEFINITION
Under general supervision, organizes and performs maintenance functions including,
but not limited to, cleaning offices, activity roams and restroams; exterior of
building, grounds, sidewalks and patios. Maintains custodial supplies and equipment
necessary for performance of duties. May supervise part -time custodial staff and
assist in scheduling of City facilities. Performs minor repairs and other duties
as assigned.
EXAMPLE OF DUTIES
Maintains floors as required; replenishes restroom supplies, maintains exterior
of the Camiunity Center and adjacent grounds; empties waste receptables and picks
up debris around exterior of the building; moves and arranges equipment and
supplies necessary for facility operation and programs; maintains shock of necessary
janitorial supplies and prepares requisition lists for new orders; cares for
tools and equipment used to perform assigned duties; performs minor building main-
tenance and equipment repairs as necessary; checks daily for safety of assigned
facilities, secures buildings as necessary; schedules and supervises part -time
custodial staff as needed.
QUALIFICATIONS
Training and Experience
Some previous custodial experience and possession of a valid California driver's
license.
Knowledge and Abilities
Knowledge of common cleaning and custodial materials; proper care and use of equipment;
grounds maintenance; minor equipment and building repairs; and safety principles and
practice.
Ability to follow oral and written instructions; fill out reports on damage or loss
to facility due to user activity; deal effectively with the public; and perform
manual labor and lift heavy items.

CITY OF MOORPARK
RECREATION COORDINATOR
DEFINITION
Under general direction, responsible for development of City's
recreation program; plans, organizes, leads and conducts recreational
programs and provides highly responsible and technical professional
staff assistance in the development and conduct of specialized
recreational programs.
EXAMPLES OF DUTIES
Planning, organizing and conducting of comprehensive program,
including cultural arts, performing arts and other special interest
classes and specialized recreation programs, including active sports
and athletics. Prepares publicity releases and speaks to school and
community groups to promote participation in scheduled activities.
Schedules and assigns paid and volunteer subordinates to supervise,
umpire, and referee specific activities and inspect activities in
progress.
Instructs participants in various activities and sports.
Prepares and maintains a variety of records and reports on participation,
equipment and facility use, and work schedules.
Supervises and participates in erection of equipment for specialized
activities and the issuing and collecting of material required.
Supervises, trains and evaluates subordinates.
Prepares grant applications.
Presentation of reports and recommendations to the Parks and
Recreation Commission
QUALIFICATIONS
Training and Experience
Equivalent to a Bachelor's degree from an accredited college or
university, with major work in recreation or a related field, and
two years of group recreational activity leadership experience in
cultural, sports and youth programs, including some supervisory
experience. Additional experience may be substituted for the
education requirement, but the minimum education requirement is an
-A.A. degree, -plus one year of course work in recreation or a related
field.

Principles and practices of organizing and conducting public recreation
programs.
Rules, regulations, techniques, and procedures of athletic events,
and cultural and performing arts.
First aid methods and necessary safety precautions used in recreation
programs.

Principles of supervision, training, and performance evaluation.
Ability to:
Determine goals and set priorities, organize, work with, and secure
effective cooperation of all age level groups.
Lead and instruct groups and individuals.
Adhere to program standards and objectives.
Understand and carry out oral and written instuctions.
Communicate clearly and concisely, orally and in writing.
Supervise, train, and evaluate subordinates.
