A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AMENDING THE LAND USE
ELEMENT OF THE MOORPARK GENERAL PLAN BY APPROVING
GENERAL PLAN AMENDMENT NO. GPA -85 -3, ON APPLICATION
OF FRED KAVLI (KAVLICO CORPORATION)
WHEREAS, at duly noticed public hearings on August 29 and
September 12, 1985, the Moorpark Planning Commission considered the application
of Fred Kavli (Kavlico Corporation) for approval of an amendment to the Land Use
Element of the General Plan of said City to redesignate the Kavlico Corporation
project site encompased by Development Plan No. DP -318, Land Division No. LDM -5
and Zone Change No. Z -2803, located on the west side of Los Angeles Avenue,
directly west of the Cabot, Cabot and Forbes "Moorpark Business Center" within
said City, from a designation of "R -H" (Residential, Rural High) to a designation
of "I -1" (Light Industrial); and
WHEREAS, after careful consideration, the Planning Commission failed
to reach a decision regarding the subject application, and has submitted the matter
to the City Council for consideration and determination; and
WHEREAS, public notice having been given in time, form and manner
as required by law, the City Council of the City of Moorpark has held a public
)hearing, has received testimony regarding said project, has duly considered the
proposed General Plan Amendment, and has reached its decision; and
l WHEREAS, the City Council, after careful review and consideration,
has determined that the proposed project will not have a significant effect on the
environment, has reviewed and considered the information contained in the Mitigated
Negative Declaration, and has approved the Mitigated Negative Declaration as having
been completed in compliance with State CEQA Guidelines issued thereunder;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. That the findings contained in the staff reports dated
September 12 and October 7, 1985, are hereby adopted, and said reports are
incorporated herein by reference as though fully set forth.
SECTION 2. That the City Council hereby approves General Plan
Amendment No. GPA -85 -3, and does hereby amend the Land Use Element of the
Moorpark General Plan to redesignate the Kavlico Corporation project site encom-
passed by Development Plan No. DP -318, Land Division No. LDM -5 and Zone Change
No. Z -2803, located on the west side of Los Angeles Avenue, directly west of the
Cabot, Cabot and Forbes "Moorpark Business Center" within said City, from a
designation of "R -H" (Residential, Rural High) to a designation of "I -1" (Light
Industrial), as designated on the map attached hereto, marked EXHIBI`1' A and

1 SECTION 3. That the City Clerk is instructed to transmit to
the planning agency of the County of Ventura a copy of the amendments to the
Moorpark Land Use Element, pursuant to Government Code Section 65360.
SECTION 4. That this resolution shall take effect immediately.
SECTION 5. That the City Clerk shall certify to the passage and
adoption of this resolution.
