A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF
THE CITY OF MOORPARK, CALIFORNIA, INITIATING
PROCEEDINGS TO CONSIDER AMENDING THE OFFICIAL
ZONING MAP AND THE LAND USE ELEMENT OF THE
GENERAL PLAN OF SAID CITY ON CERTAIN PROPERTY
LOCATED IN THE SOUTHEAST AREA OF THE CITY; AND
AMENDING THE LAND USE ELEMENT TEXT AND THE
ZONING ORDINANCE FOR COMPATABILITY OF THE TWO
DOCUMENTS.
WHEREAS, Section 8164 -1 of Article 22 of Chapter 1 of Division 8
of the Zoning Ordinance of the City of Moorpark provides that the City Council
may initiate proceedings to consider amendments to the Zoning Ordinance of said
City by adoption of a resolution requesting the Planning Commission of said City
to set the matter for public hearing, report and recommendation; and
WHEREAS, Section 65361 of the Government Code of the State of
California provides that the Planning Commission shall hold at least one public
hearing before approving a general plan or any part or element thereof, or any
amendment to such plan or any part or element thereof; and
WHEREAS, the Planned Community (P -C) Zone is intended to assist
the City in reviewing relationships between the types and density of uses with
such items as the physical features of the property, including terrain and retention
of open space; and
WHEREAS, at a meeting held on February 24, 1986, it was the decision
of the City Council to initiate action to consider changes to the Official Zoning Map
of the City and /or the preparation of a Specific Plan pursuant to Government Code
Section 65450 et seq. , for the area generally bounded by Freeway 23 on the
east, Tierra Rejada Road on the south, Moorpark Road on the west, and the
Arroyo Simi on the north, as depicted in EXHIBIT A, attached hereto and made
a part hereof; and
WHEREAS, on February 24, 1986 the City Council directed that the
Zoning Ordinance and the Land Use Element of the General Plan be brought into
consistency by the addition of certain zoning districts to the Zoning Compatability
Matrix of the Land Use Element, including, but not limited to, C -O (Office
Commercial ) and C -H ( Highway Commercial) zones.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION- 1. That the City Council does hereby initiate consideration
of an amendment to the Official Zoning Map of the City of Moorpark from -R -E (Rural
Exclusive) , R -E -lAc ( Rural Exclusive, one acre minimum) , and R- P- D -1-.6U
- (Residential Planned Development, 1.6 dwelling units per acre) to P -C (Planned
Community) on that area generally bounded by Freeway 23 on the east, Tierra Rejada
Road on the south, Moorpark Road on the west, and the Arroyo Simi on the north,
as shown on EXHIBIT A, attached hereto and made a part hereof; and, further,
consideration of an amendment to the zoning ordinance and the Land Use Element
of the_ General Plan of said City to regtiire the preparation of a specific plan for said
area.

SECTION 2. That the City Council does hereby initiate proceedings
to bring into consistency the Zoning Ordinance and the Land Use Element of the
General Plan by the addition of certain zoning districts to the Zoning Compatability
Matrix of the Land Use Element, including, but not limited to, C -O (Office
Commercial) and C -H ( Highway Commercial) zones.
SECTION 3. The Planning Commission is hereby directed to set
a public hearing to consider the items set forth in Sections 1 and 2 above, to give
notice of said public hearing in time, form and manner as prescribed by law, and
to make a recommendation to the City Council regarding said proposed amendments.
SECTION 4. That this resolution shall take effect immediately.
SECTION 5. That the City Clerk shall certify to the passage and
adoption of this resolution and shall forward a certified copy thereof to the
Planning Commission of said City for action pursuant to instructions contained
therein.
