A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ADDING A NEW
CLASSIFICATION AND JOB DESCRIPTION TO THE
CLASSIFICATION PLAN FOR THE COMPETITIVE SERVICE
OF THE CITY, AS ADOPTED BY RESOLUTION NO. 85 -205
ON JUNE 3, 1985.
THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
DOES RESOLVE AS FOLLOWS:
SECTION 1. That new classifications and the position descriptions therefor
be added to the Classification Plan for the Competitive Service of the City, adopted
June 3, 1985. by Resolution No. 85 -205, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, ESTABLISHING A CLASSIFICATION
PLAN FOR THE COMPETITIVE SERVICE
which said new classifications shall be designated as:
1. "Code Enforcement Officer"
2. "Facilities Coordinator"
A copy of each said position description is attached hereto and designated EXHIBIT
"A" and EXHIBIT "B ", respectively.
SECTION 2. That this resolution shall take effect immediately.
SECTION 3. That the City Clerk shall certify to the passage and adoption
of this resolution.

CODE ENFORCEMENT OFFICER
DEFINITION
Attachment A
Under general supervision, performs municipal code enforcement
work; assists in planning and zoning administration; and performs
related work as required.
EXAMPLES OF DUTIES
Enforces municipal code, including the Zoning Code; reviews and
processes Sign and Land Use Permit applications; appears before
the Planning Commission, City Council and citizen organizations
on code enforcement and planning matters; conducts research;
compiles, analyzes and interpets information and ordinances;
prepares written reports, makes recommendations and coordinates
and works with other City staff.
QUALIFICATIONS
Trainina and Experience
A minimum of two years experience with local code enforcement
and a high school diploma. Related college course work preferred.
Possession of a valid California driver's license and insurable
by the City's insurance carrier.
Knowledge and Abilities
Knowledge of State Codes and court procedures; principles and
accepted practices of urban planning; Federal, State and local
laws and regulations relating to land use.
Ability to
Communicate clearly and concisely, orally and in writing, and to
establish and maintain effective working relationships with others,
must possess ability to work cooperatively and effectively with
the general public.
FACILITIES COORDINATOR
DEFINITION
Attachment B
Under general direction, administers contracts for landscape
maintenance, assists in scheduling of city facilites, organizes
and performs maintenance and custodial functions for buildings
and parks and other public property, including but not limited
to activity rooms, offices, restrooms, exterior of buildings,
grounds and parks, parkways, medians, sidewalks and patios.
Maintains supplies and equipment necessary for performance of
duties. May supervise part -time personnel. Performs minor
repairs and other duties and responsibilities as assigned.
EXAMPLES OF DUTIES
Checks daily for safety and cleanliness of facilities, schedules
and supervises other City personnel and contract labor; checks
operation of and makes repairs to irrigation systems; administers
contracts for landscape maintenance and other work for conformance
with specifications; cleans and maintains parks and other facilities
for those items not covered by contract specifications, such as
trash pick -up, repair of amenities; maintains tools and equipment
used to perform assigned work; performs custodial work on City
buildings, such as Community Center; maintains adequate inventory
of necessary supplies and materials; moves and arranges equipment
and furniture necessary for operation of programs and conducting
of meetings.
SPECIAL REQUIREMENTS
Available for occasional call out in emergency type situations;
reside within thirty (30) minutes of City limits.
OUALIFICATIONS
Trainina and Experience
A minimum of two years of increasingly responsible experience in
maintenance of parks, landscaping and buildings, and related
facilities, and administration of contracts related to same.
Possession of a valid California driver's license and
insurable by City's insurance carrier.
Knowledge and Abilities
Knowledge of common cleaning and custodial materials, herbicides
and insecticides; methods, techniques, equipment, materials, tools
and safety procedure used for maintenance of parks, landscaping in
public rights of way and building, including irrigation, electrical,
plumbing and mechanical systems, and trees, shrubs and ground covers.
Ability to follow and provide oral and written instructions and to
assign and supervise personnel in the performance of maintenance
activities, to prepare written reports and keep accurate records;
plan and schedule activities; read and understand contract speci-
fications; determine equipment and material needs; to occasionally

perform heavy manual labor; perform minor vehicle and equipment
maintenance; use tools and equipment; train subordinates; and to
work closely and communicate with private contractors, other City
employees, other public agencies and the public.
