HomeMy WebLinkAboutRES CC 1988 512 1988 1019RESOLUTION NO. 88- 512 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AWARDING DEVELOPMENT ALLOT- MENTS FOR 1988. WHEREAS, Measure F, an initiative ordinance establishing a residential development management system, was approved by the residents of the City of Moorpark on November 4, 1986; and WHEREAS, on September 23, 1987, the City Council adopted Resolution No. 87 -421, an implementation resolution setting forth the process and procedures for issuance of residential building permits under Measure F; and WHEREAS, pursuant to Measure F, after a duly noticed public hearing, the Residential Development Evaluation Board concluded its review of the projects requesting allotments for the 1988 cycle and which submitted completed applications therefore, at its meeting of September 19, 1988, and forwarded its recommended joint rating and ranking of the projects to the City Council; and WHEREAS, on October 5, 1988, the City Council held a duly noticed public hearing at which time it considered the recommendations of the Board and the action taken by the Board on any appeals, heard testimony from the applicants for development allotments and other interested persons, and complied one list ranking each of the applicants for development allotments as follows: Applicant Case No. Points Percentage A & R Const. DA -88 -1 147/173 86.13 Griffin Homes DA -88 -2 161/178 90.45 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The City Council hereby finds and determines that the purpose and intent of Measure F will best be promoted by awarding the following allotments: Applicant Ranking A & R Const. Co. The allotments are awarded based on the criteria set forth in Measure F as defined in the implementing resolution and as more particularly set forth below: That the awarding of allotments is consistent with the purposes, standards and guidelines of Measure F and Resolution No. 87 -421 included within the Residential Development Management System. That the City Council has determined for the reason of public health, safety and general welfare the need to exercise the ten percent (100) rule and awarded twelve (12) allotments from the 1988 year, under the 1987 Schedule B, in addition to the thirteen (13) allotments awarded from the 1988 year under Schedule A, each in accordance with Section 10.04 of Measure F, that no more than 225 allotments could be awarded for the 1988 cycle. That the award of available allotments for the year 1988 is consistent with the policies, goals and objectives of the General Plan as follows: Land Use Element: a. The awarding of allotments promotes planned, well ordered and efficient urban development patterns (urban Form Goal 1, page 13); b. The awarding of allotments will properly direct population and vigorous growth for Moorpark (Population and Urban Growth Goal 1 page 14); C. The awarding of allotments will help protect the environment by providing an adequate quality of life (Population and Urban Growth Goal 2, page 14); d. The awarding of allotments will provide an assurance to all residents of Moorpark a safe, health, stable and pleasant living environment with economically and socially diversified residential neighborhoods (Residential Goal 1, page 15); e. The awarding of allotments promotes residential developments with properly planned and adequate services and facilities (Residential Goal 3, page 16); f. The awarding of allotments provides a reinforced, controlled, orderly, and phased development while discouraging urban sprawl (Public Facilities and Services goal 3, page 28); g. The awarding of allotments helps to provide adequate housing to meet the needs and desires of all residents (Housing Goal 1 . paile 29) ; 881110C /CHRONI PJR:crl Sb h. i i The awarding of allotments promotes viable and safe residential neighborhoods (Housing Goal 6, page 29); The awarding of allotments protects the public health, safety and welfare of all segments of the community (Social goal 1, page 30); The awarding of allotments will provide a reasonable balance between land uses and transportation facilities. Housina Element: a. The awarding of allotments will ensure that an adequate provision of decent, safe housing for all Moorpark residents without regard to race, age, sex, marital status, ethnic background or other arbitrary conditions (Overall Goal, page 36). SECTION 3. That the City Clerk shall certify to the adoption of this resolution. PASSED, APPROVED AND ADOPTED this 19th day of October , 1988.
