PLAN 01' SAID CITY I hereby certify, under penalty of perjury, that the attached is a true and correct copy of the original document which is on file in this office. City Clerk WHEREAS, a Draft Housing Element has been prepared for the City of Moorpark, is hereby designated as Exhibit A, and is incorporated herein by reference as if fully set forth; WHEREAS, the City Council considered the Draft }lousing Element at public: hearings held on July 19 and September 13, 1989; and WHEREAS, the Planning Commission considered the Draft Housing Element at its meetings of April 17 and May 1, 1989; held a public hearing on June 5, 1989; and adopted a resolution oii June 19, 1989, . recommending that the City Council approve the Negative Declaration and adopt the revised Housing Element as an official element of th,- General Plan; and WHEREAS, the City Council after review and consideration of the Negative Declaration has found that the adoption of the Housing Element will not have a significant effect oi, th,� environment; and WHEREAS, the City Council tins considered the findings of the State Department of Housing and Community Development. dated June 15, 1989, prior to final adoption of the Housing Element, and WHEREAS, at its meeting of September 13, 1989, the City Council closed the public hearing and directed staff to make certain changes to the text of the Draft Housing Element and 'o prepare a resolution for the City Council's decision; NOW, THEREFORE, THE CITY COUNCII, 01' THE crry OF MOORPARK, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. Pursuant to the provisions of the California Environmental Quality Act (Division 13 of the Public Resources Code of the State of California, beginning at Section 21000) the City Council of the City of Moorpark approves the Negative Declaration. SECTION 2. The City Council does hereby find that the Draft Housing Element does address all of the <:ontent requirements as set forth in Section 65583 of the California Government Code. SECTION 3. The City Council does hereby acknowledge that the findings of the State Department of Housing and Community Development, dated June 15, 1989, were considered by ti,e ( ut � i prior to final adoption of the Draft Housing E.lernest SECTION 4. The City Council does hereby find that the Draft Housing Element is consistent with the other GeneTnl flan elements. SECTION 5. That it is the City Councils intention that the Housing Element be reviewed again when the City's Land Use and Circulation Elements are revised, in conjunction with the current. General Plan Update and when the 1990 Census data becomes availabl,- SECTION 6. That the City Council hereby approves the Negative Declaration and adopts the September 1989 Draft Housing Element (Exhibit A) as an official element of the General l'lar,()f the City of Moorpark. The action with the foregoing direct i-)n way approvod by the following roll call vote: AYES: Councilmembers Harper, Lawrason, Montgomery, Perez and Mayor Brown NOES: None ABSENT: None PASSED, APPROVED, AND ADOPTED THIS 18.1.11 DAY OF OCTOBER, 1989.
