A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK APPROVING THE APPLICATION FOR
BICYCLE AND /OR PEDESTRIAN FUNDS UNDER SB 821
AND APPROVING THE ADOPTION OF ITS BICYCLE
AND /OR PEDESTRIAN PLAN
WHEREAS, SB 821 provides that 2% of each county's
total Local Transportation Fund be annually set aside and
used to fund the development of bicycle and pedestrian
facilities; and
WHEREAS, the City of Moorpark has planned a pedestrian
way in conformance with Caltrans specifications; and
WHEREAS,' the City of Moorpark. desires to construct a
pedestrian way on Los Angeles Avenue that will significantly
enhance pedestrian safety by providing access to a signalized
crossing at Los Angeles Avenue and Spring Road; complete a
missing link; and enhance school children's crossing safety-
within. the City-utilizing the funds available under SB 821.
NOW, THEREFORE, the City Council of the City of
Moorpark does resolve as follows:
Section 1:. To authorize the City Manager as the
City's authorized signature and designated contact. person. -
Section 2: To apply all funds available to the City
of Moorpark allocated for bikeways and pedestrian facilities
(SB 821) .

SB 821 APPLICATION FOR FY 90/91
LOS ANGELES AVENUE SIDEWALK PROJECT
1. Match of Funds. The City of Moorpark is willing to
match SB 821 Funds on a dollar- for - dollar basis with
Los Angeles Avenue Area of Contribution (AOC) Funds.
2. Project Readiness. The project is ready for
construction in FY 90/91. The project is estimated
to take five months, including preparation of bids (4
weeks) ; advertising and award (6 weeks) ; construction
(8 weeks); and final inspection (2 weeks).
3. Traffic Generators Served. The project will serve
commercial and residential pedestrian traffic on a
state highway with high traffic volumes.
4. Safety. Pedestrian safety will be enhanced by
providing sidewalk access to a signalized crossing at
Los Angeles Avenue and Spring Road.
5. Missing Link. This project, in conjunction with a
City project on the west side of Spring Road (between
Roberts Avenue and Los Angeles Avenue), and a
developer project on the east side of Spring Road
(below Flynn to Los Angeles Avenue) , will complete the
needed sidewalks that will serve commercial and
residential pedestrian traffic in the area.
6. Multimodal Interface. Bus runs along street and
sidewalk,will enhance safe access.
7. Other Beneficial Factors. The project will enhance
school children safety by providing sidewalk access
to a signalized crossing. There are an estimated 100
children per day that cross Spring Road.
8. Expected Utilization Rate. The proximity of
residential and commercial retail development in the
area, as well as use by school children, will assure
the project is well utilized.
9. Involvement of Other Agencies. There are no other
agencies involved in the project except for an
encroachment permit from Caltrans.

The sidewalk projects on High Street, between Magnolia Avenue
and 150 feet west of Spring Road, partially funded by three
years (FY 86 -89) of SB 821 moneys, are now complete.
As shown on Schedule A -3, there is a remainder of $29,451.94
that will be matched by about $136,000 of City LTF moneys to
complete sidewalks on High Street. The work will include the
north side from Magnolia to Bard and the south side from 200
feet west of Walnut to Walnut, and from 500 feet east of
Magnolia to 1,000 feet east of Magnolia. In addition, to
complement these improvements, the City has budgeted $220,000
for storm drain installation on High Street.
