A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MOORPARK SUPPORTING
THE VENTURA COUNTY TRANSPORTATION COMMISSION
TRAFFIC REDUCTION AND GROWTH MANAGEMENT
ORDINANCE AND EXPENDITURE PLAN
RECITALS
WHEREAS, the City Council of the City of Moorpark
considered the Ventura County Transportation Commission Traffic
Reduction and Growth Management Ordinance and Expenditure Plan (the
"Ordinance) , which is incorporated herein by this reference, at the
Council's meeting held on June 20, , 1990; and
WHEREAS, the Ventura County Transportation Commission is
the designated transportation body for the County of Ventura
pursuant to Public Utilities Code Section 130050.1.
WHEREAS, studies show that Ventura County's
transportation system is aging and its improvement and maintenance
is essential to preserving the standard of living, the health,
safety, general welfare and quality of life, as well as the
economic health of the residents, the City of Moorpark, Ventura
County and the State of California.
WHEREAS, the State of California and the United States
government have said emphatically that the State and Federal
government cannot solve Ventura County"s transportation problems
alone and that all cities and counties must take steps to help
solve their transportation problems at the local level; and
WHEREAS, the Ventura County Transportation Commission is
requesting that the City of Moorpark join with the County of
Ventura and other Ventura County cities to support the placement
of the Ordinance before the voters of Ventura County; and
WHEREAS, the City Council of the City of Moorpark
recognizes that it will ultimately be the decision of the voters
of Ventura County to determine whether they wish to approve a one -
half cent sales tax increase in order to finance the transportation
projects contained in the Ordinance;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
A. Ventura County's transportation system is aging and
its improvement and maintenance is essential to preserving the
standard of living, the health, safety, general welfare and quality
of life, as well as the economic health of the residents, the City
of Moorpark, the County of Ventura and the State of California.
B. The cities in Ventura County and the County cannot
look to the State of California and United States government to
make all of the improvements to, or to maintain the Ventura County
transportation system.
C. It is in the interests of the residents of the City
of Moorpark and the other citizens of the County of Ventura that
they be given an opportunity to determine whether or not they wish
to approve a one -half cent sales tax increase to finance
maintenance and improvements of the Ventura County transportation
system by approving the transportation projects contained in the
Ordinance.
D. The Ventura County Transportation Commission, as the
designated transportation body for the County of Ventura pursuant
to Public Utilities Code Section 130050.1, has the expertise and
ability to assume the responsibilities of the Local Transportation
Authority, and further, consolidation of the transportation
responsibilities in one body will eliminate duplication and provide
coordination for all transportation activities in Ventura County.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
A. The Ordinance be approved for the purpose of placing
the Ordinance before the votes of Ventura County at the next
regular election.
B. The City Council of the City of Moorpark urges the
Ventura County Board of Supervisors to place the Ordinance on the
ballot at the next general election and to designate the Ventura
County Transportation Commission as the Ventura County Local
Transportation Authority.
C. The Mayor be authorized to forward a copy of this
Resolution and a letter to the Board of Supervisors explaining the
action of the City Council in adopting this resolution.
The action with the foregoing direction was approved by
the following vote:
AYES: COUNCILMEMBERS BROWN, HARPER, LAWRASON, MONTGOMERY AND MAYOR PEREZ
NOES: NONE
ABSTAIN: NONE
ABSENT: NONE
