RESOLUTION NO. 92- 893
CITY COUNCIL, CITY OF MOORPARK, STATE OF CALIFORNT.
RESOLUTION ESTABLISHING SCHEDULE OF LAND DEVELOPMENT
PRELIMINARY PROCESSING FEE DEPOSITS JANUARY 18 , 1993 , AND
RESCINDING RESOLUTION 92 -833
WHEREAS, the City of Moorpark provides planning services; and
WHEREAS, the cost of this service will be offset by fees which
accompany land use entitlement requests; and
WHEREAS, Community development staff costs are Charged against
fees, rased on real time cost accounting;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS
SECTION 1. That the Community Development staff shall bill
actual time spent on land use applications at a real time cost
accounting rate of $75.00 per hour.
SECTION 2. Contract Planning Staff shall be billed at
cost, plus fifteen percent (1-15%).
SECTION 3. That the schedule of Land Development
Preliminary Processing Fee Deposits shall be as identified as those
revised fees shown on Attachment "A" to this resolution.
SECTION 4. That this resolution shall be effective January
18, 1993.
SECTION 5. That Resolution No. 92 -833,
A RESOLUTION FIXING REAL TIME COST ACCOUNTING FEES FOR
PLANNING STAFF AND ESTABLISHING A SCHEDULE OF LAND DEVELOPMENT
PRELIMINARY PROCESSING FEE DEPOSITS;
adopted February 5th, 1992, is hereby repealed.

CITY OF MOORPARK
LAND USE DEVELOPMENT PROCESSING SCHEDULE
(Revised January 6, 1993)
The following pages represent the schedule of fees and deposits
applicable to .Sand Use Development processing. In general, the fee
and deposit amounts listed on the schedule represent the average
amount of.staff hours required for each type of application, times
the current fee rate of $75 per hour. These amounts constitute the
requirement of the City from the applicant for deposit or €ee
payment to initiate City work on an application for a Land Use
Development permit.
The schedule has been divided into two sections; 1) deposits, and;
21 flat fees. The following information is provided in order to
describe the distinction between "deposits" and "flat fees"
associated with the City's Land Use Development processing
schedule.
1) DEPOSITS
In the "Deposit Schedule," permit numbers 1 through 21, the final
cost to the applicant is calculated on an actual time expended by
the City, (based on the established hourly rate mentioned above).
If the final cost is less than the deposit amount received,
the unused portion shall be refunded to the applicant.
If the final cost exceeds the deposit amount received, the
balance shall be payable by the applicant up to ?5 0 of the
original deposit, unless otherwise specified.
If the cost of processing is anticipated to be more than the
original deposit, plus 750 of said deposit, the City Council
may approve collection of an additional deposit as they deem
appropriate, unless otherwise specified.
New for 1993 is a fee and policy for deposits relating to "Specific
Plan" applications, deposit number 17. This deposit amount is not
subject to a cap. Staff will administer the deposit by sending
written communication to the applicant when the amount spent by the
City is at 80% of the original deposit which requests an additional
deposit amount from the applicant equal to a 90 day estimate of
additional expenses to be incurred.
All unexpended portions of the deposits made to the City are held
in a trust fund until the final applicable costs have been
calculated for the completed application. The unused portion of
the deposit will be returned to the applicant.
2 ) FLAT FEES
The schedule for "fiat fees" begins with number 22, and continues
through permit type number 28.
For the purpose of this resolution, a flat fee is a non - refundable
one time fee of a specified amount intended to account for the
average cost of processing the type of permit specified
