A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, ESTABLISHING THE SALARIES FOR COMPETITIVE
SERVICE, NON - COMPETITIVE SERVICE, AND HOURLY EMPLOYEES; AND
RESCINDING RESOLUTION 92 -813
WHEREAS, the Moorpark City Council established
Personnel System Rules and Regulations in Resolution No. 85-
185, adopted April 29, 1985; and,
WHEREAS, Rule 4 of said Resolution No. 85 -185
authorizes the preparation and adoption of a salary plan for
classes of positions in the competitive service; and,
WHEREAS, it is also in the interest of the City to
establish by resolution a salary plan for positions not in
the competitive service, an_-!,
WHEREAS, the City recognizes the need to provide
internal equity for competitive service and non - competitive
service salaried full -time employees in all classifications
in order to maintain good morale and to provide incentive
for professional development; and,
WHEREAS, the City has need to hire part -time, seasonal,
and temporary (PST) employees paying no less than minimum
wage and establishing a salary plan based upon minimum wage
will expand employment opportunities with the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, DC` I:1 " "I', I:I :. ,I:1,, DETERMINE AN
ORDER AS FOLLOWS:
SECTION 1. That the salary plan of bi- weekly salary
rates is hereby adopted for the classes of positions in the
COMPETITIVE SERVICE as presented in Exhibit "A" effective
June 29, 1992.
SECTION 2. That pursuant to the applicable
Personnel Rules and Regulations, the classification of
Associate Planner, Finance Officer, Recreation Supervisor,
Deputy City Clerk, and Senior Planner are exempt from the
payment of overtime and /or compensatory time off, except as
otherwise specifically provided for the City's Personnel
System Rules and Regulations and /or Memorandum of Agreement.
SECTION 3. That, all benefits, rules and
adjustments in compensation will also apply equally to
competitive service and non - competitive service salaried
full -time employees, in so far, j,; the application benefits
and rules does not conflict in the opinion of the appointing
authority with the definition of salaried employees.
SECTION 4. That the salary plan of bi- weekly salary
rates for positions NOT IN THE COMPETITIVE SERVICE are as
presented in Exhibit "B" effet i•:e .tune 29, 1992.
SECTION 5. That the bi- weekly salary for the
position of City Manager and the monthly salary of City
Treasurer respectively is $3,399 bi- weekly and $50 monthly.
SECTION 6. That the HOURLY rate for other positions
NOT IN THE COMPETITIVE SERVICE are as presented in Exhibit
"C" effective December 26, 1992.
SECTION 7. That, the salary tables for all
employees shall he tease q — 1 f - ve -ty -Five -bye -f i ve
structure with the first step of the first range equal to
the lowest authorized bi- weekly or hourly salary and with
each succeeding first step of each range being 5% greater
than the preceding first step of the preceding range, and
each step within a range being 5% greater than the step
preceding it. Each range shat: !lave five steps including
the first step.
SECTION 8. That Resoiutian No. 92- 900 entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, ESTABLISHING THE SALARIES FOR COMPETITIVE
SERVICE, NON - COMPETITIVE SFR`,' -! rf' AND HC1.'RLY 7M11LOYEES AND
RESCINDING RESOLUTION NO. 91 -813 IS HEREBY
PASSED, APPROVED AND ADOPTED this :sixteenth day of December,
1992.
