A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, AUTHORIZING CERTAIN
OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT FOR
PASSAGE OF ORDINANCE NO. 1531 AMENDING THE
MOORPARK MUNICIPAL CODE RELATIVE TO VACANCY
RENT CONTROL IN MOBILEHOME PARKS, TO BE
SUBMITTED TO THE ELECTORS OF THE CITY AT A
SPECIAL ELECTION TO BE HELD APRIL 13, 1993;
AND DIRECTING THE CITY ATTORNEY TO PREPARE AN
IMPARTIAL ANALYSIS OF THE QUESTION OR MEASURE.
WHEREAS, a Special Municipal election is to be held in the City of
Moorpark, California, on April 14, 1992, at which there will be
submitted to the electors of the City the following question or
measure:
Shall Ordinance No. 153, entitled:
"An Ordinance of the City Council of the YES
City of Moorpark, California, Amending the
Moorpark Municipal Code by Revising
Subsection C of Section 5.52.040 Relative NO
to Vacancy Rent Control in Mobilehome
Parks, passed by the City Council, become
effective?
WHEREAS, Section 5013 of the Elections Code of the State of
California provides that the legislative body, or any member or
members of the legislative body authorized by that body may file a
written argument for or against any city measure, which argument
shall not exceed 300 words in length;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That this City Council, being the legislative body of
the City of Moorpark, authorizes
Paul W. Lawrason Jr., Mayor
Scott Montgomery, Mayor Pro Tem
Patrick Hunter, Member of the City Council
Bernardo M. Perez, Member of the City Council
John Wozniak, Member of the City Council
members of that body, to file a written argument for the measure
set forth in the recitals hereof, in accordance with Section 5013
of the Elections Code of the State of California, and to change the
argument until and including the date fixed by the City Clerk after
which no arguments for or against the measure may be submitted to
the City Clerk.
SECTION 2. That the City Council directs the City Clerk to
transmit a copy of the measure to the City Attorney. The City
Attorney shall prepare an impartial analysis of the measure showing
the effect of the measure on the existing law and the operation of
the measure. The impartial analysis shall be filed by the date set
by the City Clerk for the filing of primary arguments.
SECTION 3. That the City Clerk shall certify to the passage and
adoption of this Resolution and enter it into the book of original
Resolutions.
PASSED AND ADOPTED THIS 16th day of December, 1992.

the foregoing Resolution No. 92 -902 was adopted by the
City Council of the City of Moorpark at a meeting held on
the 16th day of DECEMBER , 1992, and that the same
was adopted by the following vote:

MAYOR LAWRASON

ABSENT: NONE
ABSTAIN: NONE
