HomeMy WebLinkAboutRES CC 1993 915 1993 0217RESOLUTION NO. 93 -915 RESOLUTION OF THE CITY OF MOORPARK APPROVING INCLUSION INTO THE VENTURA COUNTY RECYCLING MARKET DEVELOPMENT ZONE, AND GIVING THE ZONE PROGRAM AN ENVIRONMENTAL ASSESSMENT OF EXEMPT, PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) WHEREAS, the City of Moorpark recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the state's diminishing landfill space and the potential adverse environmental impacts from landfilling; and WHEREAS, implementation of waste management plans will result in an increase in the quantity and types of materials recovered from recycling and other diversion programs; and WHEREAS, on June 24, 1992 the unincorporated areas of Ventura County and the Cities of Camarillo, Oxnard, and Simi Valley received State designation as a Recycling Market Development Zone (RMDZ), as authorized by Senate Bill 1322 and by Title 14 of the California Code of Regulations; and WHEREAS, the primary focus of the RMDZ is to foster the development of businesses which engage in the remanufacturing of recycled products by offering low- interest State loans; WHEREAS, on February 3, 1993, the City Council formally supported the expansion of the RMDZ to include all cities in Ventura County, and expressed Moorpark's interest in participating in the zone; and WHEREAS, the City of Moorpark recognizes that inclusion in the RMDZ will address the need to improve local and regional markets for recovered materials; and WHEREAS, the RMDZ boundaries would encompass the unincorporated boundaries of the City of Moorpark; and WHEREAS, businesses operating in the Moorpark Zone will continue to be subject to the City's land -use zoning designations, General Plan designations, development standards, and environmental review procedures. WHEREAS, pursuant to CEQA and the City's environmental procedures, this project has been determined to be exempt from review under CEQA as provided by Section 15061.b3, and Section 15308 Class 8 Exemptions; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. The City Council approves inclusion of the City of Moorpark into the Recycling Market Development Zone program; and SECTION 2. The City Council approves the determination of the project as exempt, pursuant to the California Environmental Quality Act (CEQA) - Section 15061.b3, and Section 15308 Class 8 Exemptions.
