A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, PROHIBITING THE
PARKING OF UNATTACHED TRAILERS AND
SEMITRAILERS ON CITY STREETS
WHEREAS, Section 22507 of the California Vehicle Code (CVC)
provides for the prohibition or restriction of the stopping,
parking or standing of vehicles on certain streets or highways
during all or certain hours of the day; and,
WHEREAS, it has been determined that such parking restrictions
may be made to apply to specific types of vehicles, as specified by
the local agency; and,
WHEREAS, the City Council has determined that the public health
and safety would be better served if the parking of unattached
trailers and semitrailers on City streets were restricted; and,
WHEREAS, CVC Section 22507 also provides for the issuance of
permits exempting certain vehicles from specified parking
restrictions; and,
WHEREAS, the City Council has determined that such parking
permits, making trailers exempt from said parking restrictions
under certain specified conditions, should be made available to
and, upon request, issued to the owner of a trailer.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That, except as noted in Section 2 below, the
parking of any trailer or semitrailer upon any highway, street,
alley, public way or public place within the City of Moorpark is
hereby prohibited.
SECTION 2. That said parking prohibition shall not apply to any
trailer or semitrailer meeting the criteria for exemptions, said
criteria being defined as follows:
a) any trailer or semitrailer which is at all times while so
parked attached to a vehicle capable of moving the trailer or
semitrailer in a normal manner upon the highway, street,
alley, public way or public place.
b) any trailer or semitrailer which is in the process of being
loaded or unloaded.
c) any trailer which displays a Temporary Trailer Parking Permit
issued by the City in accordance with the provisions set
forth in Section 3 of this Resolution.

SECTION 3. That the City Manager shall establish procedures for
the issuance of Temporary Trailer Parking Permits, said procedures
to include the following minimum provisions:
a) a permit may be issued to an unattached trailer when the
owner or renter of said trailer (hereinafter " PERMITTEE")
requests said permit in order to allow for the parking of
said trailer on the street in front of the PERMITTEE'S
residence for an extended period of time for the purpose of
loading and /or unloading;
b) a permit may also be issued to allow a guest of the PERMITTEE
to park a trailer on the street in front of the PERMITTEE'S
residence;
c) in order to be valid, a permit must state the license number
of the trailer, the address of the PERMITTEE and the dates
that the permit is valid;
d) in order to be valid, a permit must be affixed to and
displayed in a conspicuous place on the trailer;
e) the maximum permit period shall not exceed two three (3) day
periods;
f) no more than twelve (12) permits may be issued to any
PERMITTEE during any one year period;
g) no more than one (1) permit may be issued to a PERMITTEE
during any given period;
h) the permitted trailer must be legally parked at a frontage of
the address of the permittee.
i ) a permit issued to a trailer does not exempt the trailer, the
PERMITTEE or the registered owner of the trailer from any
established parking restrictions, including parking
prohibitions established for the purpose of facilitating
street sweeping.
SECTION 4. That the City Manager is directed to place and
maintain signs giving notice of said parking prohibition at a
conspicuous location at each entrance to the City, as well as at
other additional locations as deemed necessary and appropriate by
the City Manager, to facilitate the proper and adequate notice of
said parking prohibition.

SECTION 5. That the minimum size of said signs shall be forty -
eight inches by thirty -six inches (48" x 36 "), with sign lettering
having a minimum size of six inches (611).
