A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, EXPRESSING SUPPORT
FOR A REGIONAL TRAILS & PATHWAYS MASTER PLAN
WHEREAS, The City of Moorpark recognizes non - motorized
transportation as a valid, viable and important part of the
transportation system in Ventura County; and
WHEREAS, The City of Moorpark recognizes there is a need to
develop a clear, concise, and implementable program for
coordinating planning, development, operation, and management of a
system to help serve the countywide need for non - motorized
transportation; and
WHEREAS, The City of Moorpark recognizes that a Regional
Trails & Pathways Program will play an important role in achieving
air quality standards in Ventura County; and
WHEREAS, The City of Moorpark recognizes that a Regional
Trails and Pathway Program will enhance the quality of life and
improve the natural and man -made environment by providing non-
motorized transportation opportunities for recreationists,
travelers and tourists, students, employers, commuters, and the
business community at large; and
WHEREAS, The City of Moorpark recognizes that there is a need
for a balanced transportation system including both motorized and
non - motorized modes; and
WHEREAS, The City of Moorpark recognizes that numerous
government entities, public corporations, and special districts
provide trails and pathways within the boundaries of their
jurisdictional authority to serve the needs of the citizens they
represent; and
WHEREAS, The City of Moorpark desires to foster and support a
cooperative effort among the governments, public corporations,
special districts, and an informed citizenry to develop necessary
resources and efforts for creating a non - motorized recreation and
transportation system in Ventura County; and
WHEREAS, The City of Moorpark desires to be a good neighbor to
adjacent landowners by managing its resources and planning,
developing, and operating its non - motorized transportation system
in a manner that does not conflict with adjacent management
practices and reduces impacts to the greatest extent possible; and

WHEREAS, The City of Moorpark believes it is in the interest
of the citizens of Ventura County to take action to promote the
planning, development, operation, and maintenance of a regional
system of trails and pathways to serve non - motorized needs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, RESOLVES AS FOLLOWS:
SECTION 1. The City Council supports a Regional Trails &
Pathways Master Plan.
SECTION 2. The City Council recommends that the Ventura
County Board of Supervisors adopt a Regional Trails & Pathways
Master Plan, which incorporates City recommended revisions to the
proposed non - motorized primary and feeder pathways system.
PASSED, APPROVED, AND ADOPTED this 16th day of November,
1994.
