RESOLUTION OF THE CITY OF MOORPARK
AUTHORIZING SUBMITTAL OF THE GRANT
APPLICATION TO THE INTEGRATED WASTE
MANAGEMENT BOARD, FOR GRANT FUNDS FROM
THE CALIFORNIA USED OIL RECYCLING FUND
UNDER THE USED OIL RECYCLING ACT, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE
ANY AGREEMENTS, CONTRACTS, AND REQUESTS
FOR PAYMENT.
WHEREAS, the City of Moorpark recognizes that it is in the public interest to enact and
implement an integrated waste management plan to address the state's diminishing landfill space
and the potential adverse environmental impacts from landfilling; and
WHEREAS, the people of the State of California have enacted the California Oil Recycling
Enhancement Act that provides funds to cities and counties for establishing and maintaining local
used oil collection programs that encourage recycling or appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board (Board) has been delegated the
responsibility for the administration of the program within the state, setting up necessary
procedures governing application by cities and counties under the program; and
WHEREAS, said procedures established by the California Integrated Waste Management Board
require the applicant to certify by resolution the approval of application before submission of said
application to the state; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1. The City Council approves the filing of an application for the California
Used Oil Recycling Block Grant Program under the California Oil Recycling Enhancement Act
for state grant assistance for the project specified above; and
SECTION 2. The City Council certifies that the City has or will have sufficient funds to
operate and maintain the project; and

SECTION 3. The City Council appoints the City Manager as agent of the City of
Moorpark to conduct all negotiations, execute and submit all documents including, but not limited
to applications, agreements, amendments, payment requests and so on which may be necessary
for the completion of the aforementioned project.
