A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, ESTABLISHING THE SALARIES FOR COMPETITIVE SERVICE, NON-
COMPETITIVE SERVICE, AND HOURLY EMPLOYEES; AND RESCINDING
RESOLUTION 95 -1140.
WHEREAS, the Moorpark City Council established Personnel System
Rules and Regulations in Resolution No., 85 -185, adopted April 29,
1985, including Rule 4, authorizing the preparation and adoption of
a salary plan for classes for positions in the competitive service;
and,
WHEREAS, the City recognizes the need to provide internal equity
for competitive service and non - competitive service salaried full -
time employees in all classifications in order to maintain good
morale and to provide incentive for professional development; and,
WHEREAS, the City Council on Wednesday, June 19, 1996,
authorized a 2 h percent cost of living adjustment for fiscal year
1996/97 by the adoption of the fiscal year 1996/97 budget;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the salary plan of bi- weekly salary rates is
hereby adopted for the classes of positions in the COMPETITIVE
SERVICE as presented in Exhibit "A" effective July 6, 1996.
SECTION 2. That pursuant to the applicable Personnel Rules and
Regulations, the classification of Associate Planner, Finance
Officer, Recreation Supervisor, Deputy City Clerk, and Senior Planner
are exempt from the payment of overtime and /or compensatory time off,
except as otherwise specifically provided for in the City's Personnel
System Rules and Regulations and /or Memorandum of Agreement.
SECTION 3. That, all benefits, rules and adjustments in
compensation will also apply equally to competitive service and non-
competitive service salaried full -time employees, insofar as the
application of benefits and rules does not conflict in the opinion of
the appointing authority with the definition of salaried employees.
SECTION 4. That the salary plan of bi- weekly salary rates for
the positions NOT IN THE COMPETITIVE SERVICE are as presented in
Exhibit "B" effective July 6, 1996.
SECTION 5. That the bi- weekly salary for the position of City
Manager is $3,941.83. The salary for the City Treasurer and
Assistant City Treasurer is $50.00 per month.
SECTION 6. That the HOURLY rate for other positions NOT IN THE
COMPETITIVE SERVICE are as presented in Exhibit "C" effective July 6,
1996.
SECTION 7. That, the salary tables for all employees shall be

based upon a five by two - and - one -half by nine structure with the
first step of the first range equal to the lowest authorized bi-
weekly or hourly salary and with each succeeding first step of each
range being five (5 %) percent greater than the preceding first step
of the preceding range, and each step within a range being two and
one half (2 2%) percent greater than the step preceding it. Each
range shall have nine steps including the first step.
SECTION 8. That special assignment compensation be granted for
Spanish language skills of $.20 per hour of actual regular work
performed be granted and $25 per month for Emergency Medical
Technician I proficiency, both as determined by the appointing
authority.
That Resolution No 96- 1213, entitled:

ESTABLISHING THE SALARIES FOR COMPETITIVE SERVICE, NON - COMPETITIVE
SERVICE AND HOURLY EMPLOYEES AND RESCINDING RESOLUTION NO. 95 -1140 IS
