A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, APPROVING DEVELOPMENT PLAN PERMIT NO. 296
MINOR MODIFICATION NO. 2 ON THE APPLICATION OF SPECTRA
F/X FOR A TIME EXTENSION TO A TEMPORARY USE PERMIT
APPROVED FOR TEMPORARY INSTALLATION OF A LOW SPEED
GLIDING COASTER AT 200 SCIENCE DRIVE, ASSESSORS PARCEL
NO. 512 -0- 240 -080.
WHEREAS, on March 7, 1997, the applicant applied for
Development Plan No. 296 Minor Modification No. 2 and
WHEREAS, the Director of Community Development referred the
matter to the City Council on April 16, 1997; and
WHEREAS, at its meeting of April 16, 1997, the City Council
considered the application filed by Spectra F /X, requesting
approval of Minor Modification No. 2; and
WHEREAS, at its meeting of April 16, 1997, the City Council
after review and consideration of the information contained in the
staff report dated April 4, 1997 reached a decision on this matter;
and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. Based upon the information and findings presented
in the staff report and accompanying documents, and public
testimony, the City Council finds that:
a: The project is Categorically Exempt from the California
Environmental Quality Act requirements as a Class 1 exemption
for the minor alteration of private structures.
b. The Minor Modification is consistent with the intent and
provisions of the City's General Plan and of the City
Ordinance Code;
C. The Minor Modification is compatible with the character of
surrounding development;

d. The proposed Minor Modification would not be obnoxious or
harmful, or impair the utility of neighboring property or
uses;
e. The Permit would not be detrimental to the public interest,
health, safety, convenience, or welfare; and
f. The conditionally permitted use is compatible with existing
and planned land uses in the general area where the
development is to be located.
g. The proposed project would not have a substantial adverse
impact on surrounding properties. 4
SECTION 2. The City Council conditionally approves Development
Plan No. 296 Minor Modification No. 2 for installation of a low
speed gliding coaster.
SECTION 3. Approval of Development Plan No. 296 Minor
Modification No. 2 is hereby approved subject to the following
conditions:
1) No hazardous materials to be stored or generated on site.
2) Applicant shall provide a six foot security fence around
the perimeter of the test area.
3) All provisions of Sections 17.24060 (lighting) shall apply
to this permit.
4) No existing landscaping shall be removed.
5) Applicant shall provide security for the site on a
continuing basis.
6) All driveways shall remain accessible for public safety
agency vehicles.

7) All requirements of other city departments shall be
complied with, including the Fire Prevention District.
8) This application shall be valid for a period of six months
from the date of approval. Prior to the expiration of the
Minor Modification all materials shall be removed from the
test site and the parking lot area shall restored to its
original condition as required in Development Plan No. 296.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolution.
