A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, APPROVING THE
MITIGATED NEGATIVE DECLARATION AND ADOPTING A
MITIGATION MONITORING PROGRAM FOR THE SPRING
ROAD BRIDGE REPLACEMENT PROJECT
WHEREAS, public notice of the availability of the draft
Mitigated Negative Declaration and Initial Study for the Spring
Road Bridge Replacement Project was provided in compliance with the
California Environmental Quality Act (CEQA) , Division 13 of the
Public Resources Code of the State of California, and the State
CEQA Guidelines; and
WHEREAS, the draft Mitigated Negative Declaration and Initial
Study for the Spring Road Bridge Replacement Project was circulated
for public review from January 22, 1997, to February 24, 1997, in
compliance with Section 15073 of the State CEQA Guidelines; and
WHEREAS, all comments received, as well as the City's
responses to substantive comments, have been incorporated into the
draft Mitigated Negative Declaration; and,
WHEREAS, prior to approving the Spring Road Bridge Replacement
Project, the City Council has considered the proposed Mitigated
Negative Declaration and Mitigation Monitoring Program, together
with comments received during the public review process;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby finds that the Mitigated
Negative Declaration for the Spring Road Bridge Replacement Project
reflects the independent judgment of the City of Moorpark, as lead
agency.
SECTION 2. The City Council hereby finds that the Mitigated
Negative Declaration for the Spring Road Bridge Replacement Project
has been completed in compliance with CEQA and the City's CEQA
Procedures.
SECTION 3. The City Council hereby approves the Mitigated
Negative Declaration for the Spring Road Bridge Replacement Project
and finds, on the basis of the Initial Study and the comments
received during the public review period, that there is no
substantial evidence that the Project will have a significant
effect on the environment.

SECTION 5. The City Council hereby adopts a Mitigation
Monitoring Program (attached) for the Spring Road Bridge
Replacement Project.
