A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
ESTABLISHING JOB DESCRIPTIONS AND A SALARY PLAN FOR NON - COMPETITIVE
SERVICE EMPLOYEES
WHEREAS, the City Council adopted Resolution 96 -1213 establishing salary plan for
Competitive Service, Non - Competitive Service and Hourly Employees; and
WHEREAS, the City Council adopted Resolution 97 -1272 on 2/5/97, establishing job
descriptions and classifications for Competitive Service, Non - Competitive Service and Hourly
Employees; and
WHEREAS, the City Council has contracted with the consulting firm of Ralph Andersen &
Associates to review and make recommendations for revisions to the salary plan and the
classification plan; and
WHEREAS, after review of the consultant's recommendations and staffs recommendations
the City Council has made a determination to implement those recommendations not requiring
consultation with the Competitive Service employees' representatives;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA,
DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. The salary plan of hourly, bi- weekly, monthly and annual rates is hereby adopted for
the classes of positions in the NON- COMPETITIVE SERVICE; including the
positions of City Manager, Deputy City Manager, Public Works Director,
Community Services Director, Community Development Director, City Clerk,
Assistant to the City Manager, Administrative Services Manager, Economic
Development/ Redevelopment Manager and Management Analyst.
Section 2. Those positions whose salaries are currently below the Salary Plan will be brought
to Step A. Those currently in between ranges will be placed on the higher step.
Those positions above the Salary Range will be placed at Step Y and shall remain
at Step Y until the range encompasses their salary either by reclassification or cost
of living adjustment.
Section 3. The Salary Plan is based on 2.5 percent by 2.5 percent structure with nine steps. The
salary is based on a biweekly (every two weeks) rate. The annual rate is calculated
by multiplying by 26 pay periods. The monthly rate is calculated by dividing the
annual rate by 12 months. The hourly rate is determined by dividing the annual rate
by 2080 hours.
Section 4. Implementation of salary adjustments for the positions noted in Section 1 shall be

limited by the performance review system. Employees shall be evaluated on their
anniversary date unless they have not received a merit performance review for two
years or more, in which case, they may be evaluated prior to the end of the current
fiscal year.
Section 5. That the City Manager meet and confer with Local 998 to discuss the consultant's
recommendations as they pertain to competitive service employees.
Section 6. That this Resolution takes precedence over any conflicting language in Resolution
No. 96 -1213 or Resolution No. 87 -405.
Section 7. That the following positions shall be assigned to the ranges as depicted on the
attached hourly, bi- weekly, monthly and annual tables:
