A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, REQUESTING THE
CALIFORNIA TRANSPORTATION COMMISSION TO
PROHIBIT TRUCKS ON STATE ROUTE 118 FROM
STATE ROUTE 23 WEST TO STATE ROUTE 126
WHEREAS, State Route 118, west of the New Los Angeles Avenue
freeway interchange, extends westerly on New Los Angeles Avenue
and Los Angeles Avenue through the center of the City of Moorpark;
and
WHEREAS, this street segment is one of only two east -west
transportation corridors serving the City of Moorpark; and
WHEREAS, the average daily number of vehicles traveling on
Los Angeles Avenue exceeds 30,000 west of Moorpark Avenue, and
exceeds 35,000 on New Los Angeles Avenue east of Moorpark Avenue;
and
WHEREAS, of that number, the average daily number of trucks
traveling on Los Angeles Avenue exceeds approximately 4,500 (15
percent) west of Moorpark Avenue, and approximately 6,650 (19
percent) on New Los Angeles Avenue east of Moorpark Avenue; and
WHEREAS, the present nature of this street segment, with
numerous cross streets, frequent traffic signal and urban land
uses, is no longer suited to the intrastate and interstate truck
traffic using it; and
WHEREAS, as demonstrated by the current poor condition of the
pavement on this street segment, this street was not designed or
constructed to handle this volume of traffic, nor was it designed
or constructed to handle the ever increasing number of intrastate
and interstate trucks using this highway; and
WHEREAS, due to the relatively flat grade and absence of
adequate truck inspection and weigh stations on Route 118, this
route through the City is widely known to be the preferred route
for intrastate and interstate truck traffic; and
WHEREAS, it is anticipated that these problems will be
exacerbated as the Port of Hueneme and other regional traffic
generators cause the volume of inappropriate truck traffic to
further increase; and
WHEREAS, the volume of traffic, and especially the volume of
truck traffic, on this highway segment has an adverse effect upon
the quality of life in the City of Moorpark; and

WHEREAS, truck traffic on this highway has had a particular
adverse effect upon the economic vitality of the commercial
centers located on New Los Angeles Avenue and Los Angeles Avenue
within the City; and
WHEREAS, the City Council of the City of Moorpark is seeking
solutions to these problems.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the California Transpiration Commission (CTC)
is hereby requested to direct the State of California
Transportation Department (Caltrans) to undertake the efforts
necessary to establish a prohibition of truck traffic on Route 118
from the Los Angeles Avenue and Moorpark Avenue (State Route 23)
interchange westerly to the intersection of State Route 118 and
State Route 34 in the Community of Somis.
SECTION 2. That, if deemed necessary or appropriate, said
truck prohibition may be extended westerly and northerly to the
State Route 126 freeway.
SECTION 3. The City Clerk shall certify to the adoption of
this resolution and shall cause a certified resolution to be filed
in the book of original Resolutions.

foregoing Resolution No. 99 -1604 was adopted by the City Council
of the City of Moorpark at a meeting held on the 5th day of May,
1999, and that the same was adopted by the following vote:
AYES: Councilmembers Evans, Harper, Wozniak and Mayor Hunter

ABSENT: Councilmember Rodgers
