HomeMy WebLinkAboutRES CC 1999 1665 1999 1006RESOLUTION NO. 99 -1665 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, DESIGNATING LAURELVIEW DRIVE TO BE A THROUGH STREET IN THE VICINITY OF FLOWERCREEK DRIVE, AND DIRECTING THE PLACEMENT OF A STOP SIGN AT THE FLOWERCREEK ENTRANCE THERETO WHEREAS, Section 21354 of the California Vehicle Code (CVC) authorizes the City to designate any City street to be a through street, thereby allowing the placement of STOP signs at the entrances to said street; and, WHEREAS, the City Council has determined that, in order to better provide for the safe movement of vehicular traffic at a certain "tee" intersection, that is necessary and appropriate to designate the "through" leg of that intersection as a through street and to direct the placement of a STOP sign at the non - through leg of said intersection. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. There are certain factors and conditions pertaining to traffic controls at certain types of "tee" intersections which are relevant to the proper control of traffic at the intersection of Flowercreek Drive and Laurelview Drive, said factors being summarized as follows: a. The placement of a STOP sign at the non - through leg of "T" intersection which is the entrance to a residential neighborhood, is a common method of traffic control throughout the City; b. The installation of a STOP sign at the westbound leg of the intersection of Flowercreek Drive and Laurelview Drive would be consistent with that design standard and such a STOP sign would, therefore, be consistent with the expectation of drivers regarding traffic controls at such intersections; and, C. Traffic safety at the subject intersection would be improved if questions regarding "right -of -way" were clarified by requiring westbound traffic to stop prior to entering the intersection. SECTION 2. The above stated factors and conditions justify the placement of a STOP sign for westbound traffic entering the intersection of Flowercreek Drive and Laurelview Drive. SECTION 3. The City Manager is hereby directed to provide for the installation and maintenance of appropriate signs and markings to effectuate these requirements. SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
