A RESOLUTION OF THE CITY OF MOORPARK, CALIFORNIA,
AUTHORIZING SUBMITTAL OF A USED OIL RECYCLING
BLOCK GRANT APPLICATION TO THE INTEGRATED WASTE
MANAGEMENT BOARD, FOR FUNDS FROM THE CALIFORNIA
USED OIL RECYCLING FUND UNDER THE USED OIL
RECYCLING ACT, AND AUTHORIZING THE CITY MANAGER
TO EXECUTE ANY AGREEMENTS, CONTRACTS, AND
REQUESTS FOR PAYMENT
WHEREAS, the City of Moorpark recognizes that it is in the
public interest to enact and implement an integrated waste
management plan to address the state's diminishing landfill
space and the potential adverse environmental impacts from
inappropriate us of the landfill; and
WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds
to cities and counties for establishing and maintaining local
used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board
(Board) has been delegated the responsibility for the
administration of the program within the state, setting up
necessary procedures governing application by cities and
counties under the program; and
WHEREAS, the applicant City of Moorpark will enter into an
agreement with the State of California for implementation of
used oil collection program;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council authorizes the submittal of an
application to the California Integrated Waste Management Board
for a 2000/2003 Used Oil Recycling Block Grant.
SECTION 2. The City Council appoints the City Manager, or
a designee of the City Manager, that is hereby authorized and
empowered to execute in the name of the City of Moorpark all
necessary application, contracts, payment requests, agreements
and amendments hereto for the purpose of securing grant funds
and to implement and carry out the purposes specified in the
grant application.

SECTION 3. The City Clerk shall certify to the adoption of
the resolution and shall cause a certified resolution to be
filed in the book of original Resolutions.

City Council of the City of Moorpark at a meeting held on the 5th
day of April 2000, and that the same was adopted by the
following vote:
AYES: Councilmembers Evans, Harper, Rodgers, Wozniak
and Mayor Hunter
